Financial Specialist – Community Services Department The current vacancy is a full‑time, grant‑funded position. The recruitment will also establish a city‑wide list for future vacancies. This role is classified as a grant‑funded, part‑time, non‑benefited category, designated as non‑classified, non‑merit system, at‑will. Responsibilities Generate, monitor, and analyze financial reports and documents. Reconcile revenues and prepare reports for distribution. Monitor unit or section expenditures, capital, and other purchases to ensure conformance with department guidelines and the budget. Assist in the preparation of annual budgets and forecasts. Monitor and revise the budget(s) as needed and prepare statistical analysis information. Assign and process work order numbers as they relate to capital purchases, program implementation, and function numbers. Monitor and process work orders, providing information for analysis. Track hours worked by non‑regular, part‑time staff to determine eligibility for merit increases and/or benefit qualification. Collect and analyze data regarding employee travel. Approve purchase requests and orders as authorized. Monitor grants, track grant requests, and prepare progress and final reports. Prepare and track requests for funding as needed. Develop administrative regulations and procedures for financial and accounting operations. Conduct internal, on‑site audits of unit facilities and grants as needed. Supervise clerical staff as required. This class is distinguished from the Administrative Services Specialist class by the greater emphasis on budget preparation, forecasting, and financial reporting, and little or no emphasis on other administrative duties. The position is supervised by an Administrative Supervisor who reviews work through conferences, reports, and results achieved. This class is FLSA exempt‑administrative (part‑time employees in this class are FSCA non‑exempt). Minimum Qualifications Graduation from an accredited college or university with an Associate’s Degree in Accounting, Finance, or a related field, or an equivalent combination of training, education, and experience. Considerable (3–5 years) experience in accounting, bookkeeping, or a closely related field. Special Requirements Must possess a valid Class D Arizona Driver’s License by hire or promotion date (by assignment). Preferred/Desirable Qualifications Financial/Budget reporting experience and experience with personal computer (PC) software applications such as word processing, spreadsheet, and data manager.
