Location Arlington, VA 22201 Fully remote / U.S.-based Travel Europe/Eurasia as assigned Engagement Translate approved project concepts into executable feasibility-study, technical-assistance and pilot TORs with evidence-based budgets and schedules. Write objectives, tasks, deliverables, acceptance criteria, dependencies and expert qualifications. Build task-level WBS/BOE, labor, travel/ODC, milestones and independent cost checks. Integrate technical, economic, financial, PESIA, development-impact, U.S.-supply and implementation tasks. Responsibilities Produce concise, evidence-traceable inputs for Preliminary Assessments, Project Reports, TORs, independent budgets, schedules and the cumulative Final Report. Participate in rapid mobilization, remote analysis, quality reviews and international travel when assigned. Coordinate across technical, country, finance, export, resilience and editorial disciplines; surface contradictions and uncertainties early. Protect Government, sponsor, customer and candidate information; immediately disclose actual, potential or apparent conflicts. Minimum evidence-based qualifications 10+ years preparing or managing FS/TA/pilot scopes, SOWs or TORs. Dated examples with budgets, schedules, acceptance criteria and final outcomes. ICT, smart-city, telecom, utility or public digital-infrastructure relevance. Government/DFI quality-control and procurement awareness. U.S. citizen or lawful permanent resident; Axyde will request written confirmation but not identity documents during recruiting. Ability to support proposal or delivery activity on approximately 20 days' notice, subject to assignment timing. Strong written English and ability to produce concise Government decision products. Willingness and ability to travel internationally, including up to three trips of up to ten business days when assigned. A short project list naming client/sponsor, country, period, project value or scale, deliverable and outcome; omit protected information. One nonproprietary work-sample description or detailed example demonstrating the required evidence. Provide two TOR examples and identify sections you personally authored. Describe one bottom-up budget and schedule you developed. Explain how you prevent scope/budget/schedule contradictions.
