PAY SCALE GRADE: 14-15-16 ($44.08 – $57.49 DOE)
REPORTS TO: Community Planning & Development Program Director

The Energy Projects Manager is responsible for managing multiple energy projects in the Kawerak region including energy infrastructure improvement projects, bulk fuel repair and replacements, training and workforce development initiatives, and energy project planning. By focusing on improving energy infrastructure in regional communities, this position is aligned with Kawerak’s mission to advance the capacity of People and Tribes for the benefit of the region. The Energy Projects Manager works with contractors to ensure projects adhere to scope and timeline and stay within budget; and will supervise village-based Energy Program employees and ensure compliance with organizational policies and best practices.
ESSENTIAL FUNCTIONS:
Grant Program Administration
- Manages grant program for energy projects.
- Oversees budgets, invoices, work plan, contracts, etc.
- Maintains project records and reporting.
- Coordinates and manages training, maintenance, and planning activities.
Leadership & Supervision
- Provides day-to-day leadership and directions to assigned staff in energy program.
- Reviews and approves timesheets, leave requests, trip reports, and other supervisory duties.
- Establishes work priorities and monitors progress of energy projects.
- Coaches and develops employees.
Customer Service & Project Support
- Serves as primary contact for tribal partners related to designated energy projects.
- Respond to inquiries via phone, email, and in-person.
- Builds and maintains collaborative working relationships with communities, contractors, and partners.
- Performs other duties as assigned.
MINIMUM QUALIFICATIONS
- Associate’s degree in Rural Development, Energy Development, or a related field. Comparable work experience in rural Alaska project management may substitute for the degree on a year-for-year basis.
Preferred Qualifications:
- Project Management Professional (PMP) certification preferred.
- Occupational Endorsement in Sustainable Energy preferred.
- Supervisory and/or management experience preferred.
KNOWLEDGE, SKILLS AND ABILITIES:
- Knowledge of the Bering Strait Region People, cultures, climate, and environment.
- Knowledge of rural Alaska energy systems.
- Knowledge of basic project management principles and practices; including logistical considerations for rural Alaska projects.
- Working knowledge of Microsoft Office 365 applications and strong computer skills with ability to become proficient in a variety of different platforms and software applications.
- Strong interpersonal, communication, and problem-solving skills.
- Strong organizational, analytical, and time management skills with the ability to prioritize multiple assignments and prepare clear, accurate reports and documentation.
- Ability to manage employees effectively and work collaboratively as a project team to accomplish tasks.
- Ability to establish and maintain effective working relationships with employees, supervisors, leadership, and individuals from diverse backgrounds.
- Ability to work independently, manage multiple priorities and projects, adapt to changing workloads, and communicate recommendations effectively to supervisors and staff.
CONDITIONS OF EMPLOYMENT:
- Valid driver’s license is required.
- Must obtain any required certifications within the timeframe established by the program.
- Must be available to occasionally attend meetings and work outside normal business hours as needed.
- Must be willing and able to travel as needed to support site visits, community meetings, trainings, conferences, and other Energy Program initiatives.

- Work is primarily performed in an office environment and requires prolonged periods of sitting while using a computer and other standard office equipment.
- Work may also be performed in rural community locations and include prolonged periods of walking, traveling with various modes of transportation such as small aircraft, snowmachine, or ATV, and visiting community energy facilities that may require personal protective equipment.
- Frequently communicate effectively in person, by telephone, email, and virtual meeting platforms.
- Occasionally stand, walk, bend, reach, and lift or carry up to 25 pounds.
- Ability to read printed materials and computer screens and accurately prepare and review documents.
- Ability to travel, including travel to rural Alaska communities using various modes of transportation, as required; and to state/national conferences or events for grant and/or project-related activities.
