Job Description:

L3Harris is seeking a highly skilled Contracts Lead to provide guidance and review work to ensure compliance and quality. This position will serve as a key point of contact within and outside the organization to communicate, negotiate, and influence contract terms, policies, and procedures. The individual is instrumental in identifying and implementing process improvements to enhance contract management efficiency and effectiveness, developing and executing short-term operational plans that support business objectives and deliver measurable results. Success in this role will require strong management and leadership skills, as well as in-depth knowledge of contract law, negotiation, and administration within the industry.

Essential Functions:

• Supports a variety of contract types for both services and products in a commercial and/or traditional US Government contracting environment.
• Develops, negotiates, and administers contracts while monitoring compliance with government acquisition and export control regulations.
• Interacts directly with customers and senior management personnel.
• Drives major efforts such as proposals from a contracts perspective, coordinating with all involved functions.
• Contributes to the preparation and analysis of the business and financial structures of proposals, contracts, agreements and business unit operational initiatives.
• Participates in new business pursuit strategies, and presents a complete business position in bid and no bid recommendations.
• Participates in the business analysis and review of proposed business terms, costs, risks and opportunities during cost and price reviews.
• Contributes in proposal estimating, pricing, and documentation requirements.
• Drafts, negotiates, and reviews agreements such as Teaming, Non-Disclosure, Licensing, Escrow, and other legal documents.
• Reviews regulatory & policy changes for impact and makes recommendations to ensure continued compliance with all applicable procurement regulations and policies.
• Serves as the primary facilitator of commercial negotiations, both domestically and internationally
• Identifies and helps execute opportunities to improve programmatic financial positions during contract administration.
• Processes timely and accurate entries into and management of an Enterprise Resource Planning (ERP) system.
• Demonstrates self-motivation and agility as the primary focal point for all Contractual matters within the Division. Operates collaboratively with a high degree of independence.
• 5% travel required.

Required Qualifications:

• Bachelor’s Degree and minimum 9 years of prior relevant experience. Graduate Degree and a minimum of 7 years of prior related experience. In lieu of a degree, minimum of 13 years of prior related experience.

Preferred Qualifications:

• Must have a minimum of 10 years’ experience in negotiating, drafting and administering complex government and/or commercial contracts.
• Extensive experience with a wide range of contract types and efforts, e.g. CPFF, FFP, IF, AF, etc. development, production, engineering services, commercial and non-commercial, etc.
• Must have knowledge of procurement regulations (e.g. FAR, DFARS).
• Demonstrated capability negotiating contractual matters in government and/or commercial setting.
• Experience managing and utilizing an ERP System to facilitate Contracts records and bookings.
• MBA Preferred.
• Must possess excellent written and oral communication skills with a proven ability to work well in a team environment.
• Experience with export control regulations (ITAR, EAR), and international commercial principles such as INCOTERMS.
• Experience in a commercial contracting environment preferred.

In compliance with pay transparency requirements, the salary range for this role in California, Massachusetts, New Jersey, Washington, and the Greater D.C. area, Denver, or NYC areas is $110,500 - $205k. This is not a guarantee of compensation or salary, as final offer amount may vary based on factors including but not limited to experience and geographic location.
