Trades Manager/Leader

The Department of Environmental Services’ Water, Sewer, Streets Bureau (WSS) is seeking three Trades Manager/Leader (TML) I/II positions in the Operations Division: Sewer Construction, Street Construction, and Sewer Maintenance. These positions supervise and lead multi-functional crews responsible for the maintenance, repair, replacement, and installation of public infrastructure, as well as vegetation management. Additional responsibilities include snow removal, emergency response, and support for other WSS operations as needed.

Responsibilities

Specific duties for a General TML I include:

• Planning, managing, and evaluating sewer maintenance and construction projects;
• Assisting with defining project scope, developing work plans, and implementing Capital Improvement Program (CIP) projects;
• Scheduling, coordinating, and overseeing crew activities to ensure safe, efficient, and timely completion of work;
• Monitoring program performance, productivity, and compliance with budgets, schedules, policies, and regulations;
• Training, mentoring, and monitoring staff in the use of specialized equipment, technical procedures, and safety practices;
• Ensuring the availability of required tools, materials, supplies, and equipment;
• Completing and reviewing administrative functions, including time reporting, activity tracking, billing coordination, incident reporting, and performance evaluations;
• Resolving field issues and ensuring adherence to all safety requirements and accident prevention measures;
• Responding to emergency and standby situations, mobilizing staff and coordinating communications as needed;
• Collaborating with citizens, contractors, utility locators, engineers, surveyors, and other stakeholders;
• Interpreting and enforcing federal, state, and local regulations, policies, and safety standards;
• Reading and interpreting blueprints, maps, diagrams, and technical manuals to support project planning and operations; and
• Coordinating with County staff and supporting off-hour operations as needed.

Sewer Maintenance TML Duties:

• Directing crews on-site in a variety of technical procedures such as snaking and flushing water/sewer lines, conducting smoke and dye tests, inspecting manholes, and other specialized maintenance activities;
• Directing flushing and cleaning operations based on grease and trouble areas and general life cycle flushing practices; and
• Coordinating with other TMLs, Bureaus, and departments to perform maintenance on other sewer infrastructure, such as lift stations and other maintenance activities at the Water Pollution Control Plant.

Sewer and Storm Construction TML Duties:

• Directing crews on-site in a variety of technical procedures to repair, maintain, and install storm and sewer pipes, manholes, catch basins, and other associated infrastructure;
• Coordinating with other TMLs and Bureaus to coordinate investigations and repairs of sewer and storm infrastructure; and
• Prioritizing repairs in collaboration with other Bureaus and Departments to mitigate adverse effects on the community.

Streets Construction TML Duties:

• Directing crews on-site in a variety of technical procedures to repair, maintain, and install storm and ADA curb ramps, sidewalks, driveway aprons, and other multimodal infrastructure;
• Understanding and applying ADA and PROWAG regulations as they pertain to new construction; and
• Coordinating with other TMLs, Bureaus, and Departments to collaboratively schedule and construct traffic calming, pedestrian, multimodal, and other infrastructure improvement projects on time.

TML II Duties:

• Performing all the general TML I duties and at least one section (Sewer Maintenance, Sewer Construction, or Street Construction) listed above;
• Managing, preparing, documenting, and coordinating repairs to snow equipment;
• Coordinating and managing the areas of the County’s MS4 SWPPP that WSS maintains;
• Overseeing a training program that ensures Service Labor and Trades (SLT) members understand and are aware of the County’s policies, procedures, and standards/details;
• Interacting with citizens, contractors, Miss Utility locators, engineers and surveyors, and on-site facility maintenance staff; and
• Coordinating special tasks, such as building repairs, snowplow “roadeo” setup, etc.

The successful candidate will have the following:

• Demonstrated experience managing projects, budgets, and operational resources effectively;
• Experience supervising, mentoring, and evaluating skilled trades personnel;
• Proven ability to build and maintain collaborative working relationships with government agencies, contractors, community stakeholders, and the public;
• Excellent verbal and written communication skills, including the ability to develop, edit, and present reports, proposals, policies, procedures, and recommendations; and
• Strong technical proficiency with asset management and work order management systems, including the ability to assign, monitor, and track work electronically using databases, spreadsheets, and related software applications.

Qualifications

Minimum Qualifications:

• High School Diploma, GED, or Graduation from Vocational School; and

• Three years of trades work that includes responsibility for providing leadership to other trades workers and/or managing trades projects that includes construction/maintenance in water, sewer or street operations. See Special Requirements below.

Desirable Qualifications: Preference will be given to applicants with experience in one or more of the following:

• Supervising or leading construction or maintenance projects;

• Daily maintenance, construction and operation of sewer and/or streets projects/operations;

• Monitoring costs related to specific projects and overall project/program budgets; and/or

• Performing administrative functions such as time reporting, activity reports and personal injury, accident and vehicle reports.

Special Requirements

• Applicant must possess a category Class "A" or "B" commercial driver's license from the applicant's place of residence or be able to obtain one within six (6) months of hire.

• The applicant must possess a valid motor vehicle operator's license from the applicant's place of residence. If the applicant possesses a license, the applicant must authorize Arlington County to obtain, or the applicant must provide a copy of the applicant's official state/district driving record. Any offer of employment will be contingent upon a favorable review of the applicant's driving record.

• Applicant must provide written consent for Arlington County to obtain from previous employers’ information required by DOT agency regulations concerning drug and alcohol testing information; and prior to appointment, applicant must pass a pre-employment drug screening and will be subject to drug screening at such times during employment as required by federal, state and local standards and policies.

• Any offer of employment will be contingent upon a favorable review of the applicant's driving record and passing a pre-employment drug screening and alcohol breath test as required by applicable standards.

• Requires learning and following all safety rules and regulations pertaining to job functions which include attending all required safety classes and meetings in order to ensure a safe working environment and to ensure team members are practicing the required safety rules and regulations.

• Work is performed in a combination of office and outdoors environments. Outdoor conditions may include all types of weather, moving traffic, exposure to drafts, noise, dust, grease, and dirt with extended periods of standing, walking, bending, crouching, and lifting light to very heavy objects and equipment.

Additional Information

Work Hours: 6:30 a.m. to 3:00 p.m. Employee may be required to work other shifts and overtime. Employee must be available for call-back in all types of emergency situations, i.e., snow removal, etc.
