Summary This vacancy is for a GS-1801-13, Marine Investigator located in the Department of Homeland Security, U.S. Coast Guard, Office of Investigations and Casualty Analysis (CG-INV), Investigations National Center of Expertise (INCOE) in New Orleans, LA. Responsibilities You will serve as a Marine Investigator on investigations involving all maritime vessel types and waterfront facilities, and deploys worldwide to conduct joint marine casualty investigations with partner agencies and foreign nations. Being a Coast Guard civilian makes you a valuable member of the Coast Guard team. Typical work assignments include: Performing or leading investigation functions for all U.S. vessels operating worldwide and individuals possessing U.S. Coast Guard Merchant Mariner Credentials (MMCs). Guiding investigative teams in high profile investigations of significant, major, and serious casualties, including deaths, injuries, property loss, and environmental damage. outside local unit jurisdiction. Preparing investigative reports, briefing papers, and technical analysis related to the findings of facts, conclusions, and safety recommendations made in connection with marine casualty investigations. Serving as subject matter expert in the highest visibility aspects of marine casualties, which include formal hearing proceedings of national level Commandant Marine Boards of Investigations, and District and Unit Formal Investigations. Overseeing and conducting related on-the-job training (OJT), maintaining and updating the course training curriculum for all advanced investigation courses and exportable training seminars and course exercises through collaboration with Training Center (TC) Yorktown Curriculum Specialists. Qualifications To qualify at the GS-13 grade level, your resume must demonstrate at least one (1) full year of specialized experience equivalent to at least the GS-12 grade level in the federal sector. Specialized experience is experience that has equipped you with the ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work. Examples of specialized experience include performing the following types of tasks on a regular and recurring basis. Providing technical expertise and leadership in marine casualty investigations. Investigating merchant mariner negligence, misconduct, and incompetence. Working with international investigators to conduct investigations of international marine casualties and accidents. Interpreting laws, treaties, conventions, regulations, and directives relating to vessel navigation, vessel inspection and vessel manning and pollution prevention. AND Qualification: Must hold, or have previously held, a Marine Casualty Investigator Qualification and be able to meet all requirements to requalify within six months of onboarding.
