What you will do:

This position reports to the Chief of the Office of Appeal Hearings and is responsible for the selection, training and supervision of operations review specialists who conduct administrative hearings for the Department's public assistance and child welfare programs, the Agency for Persons with Disabilities (APD) Medicaid Waiver program, the Department of Revenue’s Child Support, the Department of Elder Affairs, and Nursing Home Discharges.

How you will make an impact :

  • Monitor performance of the hearing officers to ensure compliance with state initiatives and federal deadlines. Monitor the disposition of the hearings to ensure that correct procedures are followed, proper legal authorities are followed, and decisions are made on a consistent basis.
  • Communicate regularly with the hearing officers, districts and operations staff to improve the effectiveness of the office and/or to discuss and resolve problem areas.
  • Provide technical assistance to staff in applying and interpreting hearing procedures and the Department's and APD’s program policies for complex case situations. Develop and provide training for staff as problems arise or when rules and regulations change for all programs. Conduct hearings in accordance with procedural guidelines to assist field staff in training, for special cases or as workload requires.
  • Research, review, analyze and maintain an up-to-date knowledge of the various programs, including pertinent statutes, court decisions, Florida Administrative Rules, federal regulations and the department's interpretation of such authorities. Assist the Chief in developing policies, procedures and guidelines for the operation of the hearings process in accordance with federal and state laws and regulations.
  • The position is responsible for handling human resource issues for subordinate positions including hiring, evaluating, terminating and taking disciplinary actions in accordance with approved personnel practice. Complies with and monitors compliance (when applicable) of the mandatory requirements in Section 215.422, Florida Statutes, and Chapter 3A-24, Florida Administrative Code.
  • Responsible for an equitable distribution of the workload to the hearing officers through round robin distribution. Necessary adjustments are reviewed with the Chief and coordinated with the other supervisors.
  • Performs other related duties as assigned.
  • This position may travel as required.

Qualifications:

  • Bachelor’s degree or equivalent experience in public assistance programs. Master’s degree or JD preferred.
  • Experience as a Hearing Officer utilizing the Uniform Rules of Administrative Procedure.
  • Experience making eligibility determinations for applicants of public assistance.
  • Supervisory and management experience
  • Valid Driver License.
