Minimum Qualifications Contract employee must possess at least a high school diploma or GED and meet the following minimum skills: proficiency in basic computer programs such as Excel, Word, and Microsoft Outlook. Must be able to speak, comprehend, read, and write English. Must be able to obtain and maintain a Tier 1 Security Investigation for access to Government Automated System. Must have 2-4 years of supply experience with knowledge of supply operations, supply regulations, policies and management techniques required to determine action when established guidelines are not clearly defined. Contractor must be able to obtain and maintain a forklift license to operate government owned equipment. Training will be provided by the Government at no cost to the contractor. Contractor must be able to operate utilize carts, motorized carts, and pallet jacks. Wear protective safety equipment to include steel toe shoes, gloves, glasses, disposable footwear, etc., as the work environment dictates. Contractor must be able to obtain and maintain a government driver's license, must be able to show valid driver's license and proof of insurance in the event of accidents. Drives a truck to transport materials, merchandise, equipment, or personnel between various types of establishments in support of Forward Logistics Operations to include the Courier Service. Contract employee must be trained on hazardous material transportation and Temperature Sensitive Medical Products (TSMP). Refresher training must be completed annually or as recommended by regulations and policies. Duties And Responsibilities Assists government staff in facilitating orders into DMLSS for Class VIII expendable, durable, and nonexpendable medical supplies, pharmaceuticals, and equipment to all WRNMMC departments and satellite clinics as well as designated units and activities on the installation and within the assigned geographical support area in accordance with regulatory guidance. Assists in supporting tenant units and activities within the tristate area. Supports the readiness and mobilization of troops for the Army's war missions by receiving the customer's Class VIII materiel requirements to include medical/surgical, pharmaceutical, and equipment for distribution and having requirements approved by the authorized government representative. Assists government staff in requesting and distributing required standard and or non‑standard, medical and or non‑medical supplies, pharmaceuticals, and equipment. Coordinates with government representative for specialized procedures and efforts to obtain urgent, critical shortage items in support of potential life or death emergency requisitions for the customer. Performs a variety of technical support duties as approved by the authorized government representative, including requesting supplies and equipment through the proper ordering systems, completing transactions, preparing required documents and packet reviews, providing customer assistance, screening reference files, conducting data searches, and distributing output files. Maintains all DA Form 1687, Notice of Delegation Authority to Receive Supplies, Assumption of Command Orders, Property Book Appointment Orders, and Financial Targets in accordance with General Fund Enterprise Business System (GFEBS). Maintains copies of orders; reviews requisitions for Controlled & Regulated (Q&R) items and verifies that the requesting customer has signature card information that is validated and current; duplicates and attaches to both the original order and DD‑1348‑1A/delivery form. Receives, researches, submits orders after government authorized representative approval. Follows up on expendable medical and non‑medical supplies for WRNMMC customers. With government assistance, processes urgent and routine orders. In accordance with DHA, NCR, and WRNMMC policies, reconciles all customer orders and due outs to confirm that receipt was performed by an authorized government representative and notifies the customer of cancellations. Follows up with customers to resolve supply transaction issues. Coordinates with internal and external customers related to Class VIII expendable and non‑expendable materiel. Reviews, researches, and submits requests after government authorized representative's approval. Conducts extensive research and cataloging on medical/surgical, pharmaceutical supplies, and equipment using multiple automation systems to ensure use of mandatory sources and compliance with standardization initiatives. Final approval of product is made by the authorized government representative. Verifies that only authorized customers receive controlled substances and precious metals and that all storage requirements are met, notifying the authorized government representative of any issues or discrepancies. Submits New Item Requests (NIR) and New Equipment Requests (NER). NIR and NERs are approved by a government authorized representative prior to submission. With the approval of an authorized government representative submits all DA Form 3953s to Medical Materiel Management Section for items not available through e‑commerce and exceeding the micro‑purchase threshold of $3,500. Also submits requisitions to the Item Managers when requesting Medical Chemical Defense Materiel (MCDM) material from USAMMA to purchase and release to deploying military units. Coordinates with Quality Control/Quality Assurance (QA/QC) personnel for proper stratification and destruction. Coordinates with a government authorized representative for approval of funds prior to submitting orders. Notifies authorized government representative to coordinate with Systems Analyst when the Work Breakdown Structure (WBS) has not been linked to the appropriate customer. Notifies the authorized government representative when transactions do not properly interface with the designated line of accounting within various automated programs to ensure financial accounting. Generates and distributes database reports utilizing the automated system. Identifies all medical supplies and equipment for purchase for review and approval by the authorized government representative. Research may include but is not limited to FEDLOG, DMLSS, LogiCole, UDR, Medical Master Catalog (MMC), Medical Products Data Base (MEDPDB), WebFLSS, vendor catalogs. Notifies government authorized representative if further contact is required with vendor to determine product availability and status. Implements predetermined levels and reorder points in the point‑of‑use system and storage areas that have been established. Monitors these levels in the system of record and identifies necessary edits in the system of record based on the authorized government representative. Notifies the authorized government representative regarding issues related to catalog discrepancies in the Stock Record File in DMLSS. Notifies the government authorized representative of required follow‑ups on aged dues‑in to ensure that orders are valid and processed from the commercial vendor. Ensures outstanding orders do not exceed 20 days. Notifies the government representative of orders requiring proof of delivery from vendor as needed when order has not been processed into the automated system. Notifies customer that an item was received but not processed in the automated system to help close the record: cancellation of due‑in and provide reason for cancellation. Coordinates with the authorized government representative to close the record, and contacts the customer for acknowledgement of overdue stock and requests guidance. Assists in the management of the stockroom in the application of automated supply systems to include handheld terminals and the point‑of‑use inventory system. Surveys assigned areas daily to inspect, identify and document environmental and HAZCOM/HAZMAT program deficiencies. Reports deficiencies to the authorized government representative for corrective action. Prepares turn‑in documents for all serviceable excess, unserviceable equipment, and expired shelf‑life supplies IAW local Standard Operating Procedures. Removes expired supplies; separates serviceable from unserviceable supplies. May be required to transport, secure, and deliver/exchange medical gas in accordance with government and DOT regulations. Verifies that oxygen cylinders are certified prior to delivering with proper documentation. Coordinates and delivers supplies to internal and external customers as mission dictates. Emergency orders delivered immediately upon receipt of material. Receives and sorts material in assigned locations by customer; verifies paperwork matches material received. Assists with functions within the Warehouse Operations Section such as pulling, inventorying, MASCAL, crash carts and Assemblage Management (AM) Sets. Provides pick‑up and delivery support services using a government vehicle when authorized. Utilizes Personal Protective Equipment (PPE) including steel‑toed safety shoes, gloves, glasses, scrubs, disposable footwear, etc., while using Materiel Handling Equipment (MHE). Notifies contractor supervisor for issuance and replacement of lost or damaged items. Ensures external shipping containers have been removed from supply areas; ensures boxes containing medical supplies are off the floor and on proper shelving. Wipes down or dusts shelves monthly as per regulations. Notifies the authorized government representative if a vendor lacks a displayed Vendor Credentialing Badge. Completes and submits all automated DMHRSi manpower hour submissions as directed to reflect actual hours worked while employed by the facility for approval by the authorized government representative. Transports laboratory specimens, medical supplies, equipment, pharmaceuticals, controlled substances, temperature‑sensitive material, medical records/reports and hazardous material to outlying clinics and agencies via the courier service. Ensures proper packaging and appropriate carrier/container of materiel to shipping standard; TSMP items are in the authorized insulated container with correct monitoring device and Biohazard labeling if needed. Ensures tanks are properly stored in wards, clinics, and MEDGAS storeroom. Verifies all accessories for MEDGAS operations are on hand and secured. Checks all manifolds daily to ensure usage is steady and there are no problems. Creates and manages budget reports for medical gas companies. Monitors 18 CO₂ cylinders for the basement laboratory and STEM cell clinic. Takes daily readings and exchanges liquid Dewar’s cylinder of hospital’s main gas manifold (CO₂, nitrogen, nitrous oxide). Analyzes all medical gas drop‑offs and deliveries for inaccuracies, trends, or differences. Ensures storage of medical gases adheres to all current regulatory compliance guidelines, safety regulations, supply bulletins, policy letters, Joint Task Force, and JCAHO. Meets CLRT/JC Requirements of quality assurance, testing, and storage of medical gases based on standards written in the Oxygen Quality Assurance Program (OQAP). Ensures cylinders are protected from dampness, excessive temperature, or other sources of heat to not exceed 125 °F. Ensures valve protector caps installed when cylinders are not in use or being transported. Maintains and updates all MSDS sheets and binders for all medical gases stored in the MEDGAS cage. Maintains and updates hospital staff and Linen Storage Area records of receipt and issue of all linen supplies. Assists representatives from each linen use area in identification and inventory requirements throughout the hospital. Responsible for ensuring the exchange of linen is completed in a polite and expeditious manner. Restocks scrubs daily in the SCRUB/ALX machines and empties soiled linen from the machines and identifies soiled utility spaces throughout the facility.
