Sr Program Manager (OCI Energy Strategy)

Overview

OCI Data Center Strategy is seeking an IC3 Program Manager to support regional energy policy, regulatory engagement, and market intelligence for strategic data center objectives. This role is ideal for someone building depth in energy policy, utility regulation, or grid planning who can translate external developments into clear, actionable insights for internal teams.

Qualifications

• 3+ years of experience in energy policy, regulatory affairs, public policy, utility or grid matters, energy economics, resource planning, or a closely related field.
• Experience supporting engagement with external stakeholders such as grid operators, RTOs/ISOs, state agencies, utilities, trade associations, or regulatory bodies.
• Ability to build relationships, collaborate across organizations, and synthesize external information for internal decision-makers.
• Working knowledge of large electrical loads, grid planning or operating rules, energy markets, or regulatory processes; deep engineering expertise is not required.
• Strong written and verbal communication skills, with the ability to distill complex proceedings into clear business implications.
• Ability to manage multiple workstreams, prioritize effectively, and operate with increasing independence.
• Ability to travel periodically for external engagement, conferences, working groups, and internal meetings.

• Monitor and track regional energy regulatory proceedings, policy developments, rulemakings, working groups, and resource-planning activity relevant to large-load integration and data center development.
• Identify emerging energy policies, rules, and regulatory developments; assess likely timing, potential business impact, risks, and opportunities.
• Translate complex external developments into concise, actionable updates for Data Center Strategy and other internal stakeholders.
• Maintain trackers, reporting, and intelligence materials that give the business visibility into key regulatory milestones, decisions, and potential impacts.
• Participate in and represent OCI at relevant external forums, stakeholder meetings, working groups, and industry conferences.
• Build productive working relationships with utilities, grid operators, RTOs/ISOs, state agencies, trade associations, and other relevant stakeholders.
• Support regional energy regulatory and stakeholder-engagement strategies, partnering with senior team members on priority issues.
• Coordinate with internal teams to incorporate energy and regulatory considerations into regional and market decisions.
• Support research and analysis involving grid operating rules, large-load integration, resource planning, energy economics, and regional policy.

US: Hiring Range in USD from: $67,900 to $166,100 per annum. May be eligible for bonus and equity.

Oracle maintains broad salary ranges for its roles in order to account for variations in knowledge, skills, experience, market conditions and locations, as well as reflect Oracle's differing products, industries and lines of business.
Candidates are typically placed into the range based on the preceding factors as well as internal peer equity.
