Construction Project Manager

The Construction Project Manager will manage projects from inception through close-out, be accountable for project deliverables, communicate expectations to team members and stakeholders and resolve any issues throughout the project life cycle. Additionally, the Construction Project Manager will provide technical and construction support by managing the project budget and schedule, monitoring the design scope development, review designs, review constructability logic and value management, and manage overall project coordination. This position will be responsible for all contractor and consultant contracts including Architects/Engineers and other technical consultants and coordinate the design review efforts with CHA, City of Chicago Department of Buildings and other regulatory agencies to ensure that all design documents comply with Federal, State and Local regulations and guidelines.
DUTIES AND RESPONSIBILITIES
Achieve project objectives by creating clear and attainable project plans, building scope of work requirements, managing project cost, project schedule and scope of work. Responsible for the planning of the project program, the implementation of project objectives, and record all activities throughout the project’s lifecycle. Facilitate a total team method to define each project scope, project goals and stake holder deliverables. Manage the overall performance of all projects as relating to scope, safety, quality, schedules costs, and review project budget and project resource allocation. Act as the CHA liaison for activities between the CHA, Architects, Engineers, Consultants, General Contractors, Asset Management and Tenant groups. Maintain project deliverables using appropriate project control tools, monitor and report weekly projects and present progress, problems and recommended solutions. Responsible for recording project performance and measuring variances from the contract documents and reporting on progress of the project to all stakeholders. Responsible for holding weekly project meetings with all consultants as well as on-site construction meetings with the general contractor, architect, and various other stakeholders Responsible for verifying allocated budgeting for projects, as well as the issuance of requisitions and purchase orders through CHA’s internal systems. Reviews and approve contractor’s progress schedules; reviews and approves the monthly progress invoice packages for all parties of the project, while tracking the internal process until payment is issued. Maintain accurate project records using the project management system of record to document all contingency usage requests, change orders, request for information, scope of work revisions, potential change orders, contractor three week look ahead schedules, project personnel activities, and overall project progress until completion. Review all project related bulletins, potential change order proposals, independent cost estimates, and negotiate acceptable pricing for approval. Review of close-out documents, including as-builts, for adherence to the contract documents and CHA standard operating procedures. Manage all activities of the architect of record, engineers, all project consultants and the general contractor from notice-to-proceed through close-out and final billing. Must be available to respond to crisis situations twenty-four hours a day, seven days a week. Perform other duties as assigned.QUALIFICATIONS
Graduation from an accredited college or university with a Bachelor’s degree in Architecture, Engineering, Construction Management or related field or equivalent field/management experience, with a minimum 4 years of responsibility in a project manager role for construction and or building maintenance projects. Preferably for City of Chicago agencies or HUD projects. This individual must possess excellent communication (written, verbal and interpersonal) and negotiation skills. Effective problem‑solving skills along with excellent organizational and planning experience. Must be able to meet schedule and budget commitments in a dynamic environment. A working knowledge of federal, state and local housing regulations and budgeting/accounting principles is preferred. Must have a valid driver’s license and be able to travel to project sites. Must have demonstrated ability to successfully manage multiple projects. Proficient use of MS Office required. Minimum OSHA 30‑Hour certification required or obtained within six (6) months of employment. PMP and CCM Certifications desired.BENEFITS AT‑A‑GLANCE
