What You Will Be Doing
The Director of Family Support Services - Utah, for Raise the Future (Raise) facilitates program development, leads strategic program growth, and provides oversight of a comprehensive continuum of family support services, including training, in-home coaching, resource coordination, and clinical services for youth and families. Reporting to the Vice President of Programs, this role ensures high-quality delivery of programmatic and contracted services across designated geographic areas; supervises staff and managers; oversees contracts, budgets, Utah Medicaid billing (including foster care and post-adoption services), and third-party vendors; and builds partnerships that strengthen services and expand impact. The Director maintains accountability for the full family support system while ensuring compliance, operational excellence, and sustainable growth, and may also carry a limited caseload and provide direct services as needed.

Raise The Future serves waiting youth, recruit's families for youth who have survived abuse and neglect, supports adoptive families throughout every phase of the adoption process, and trains child welfare professionals throughout the country.
Raise The Future operates offices in Utah, Colorado, and Nevada with additional programs in Missouri, Oklahoma, South Dakota, and Wyoming. Raise The Future is also one of several collaborating partners within the federal AdoptUSKids project.
About the Utah Family Support Program
The program is focused on bringing family support services to families raising youth that have behavior and attachment needs. It incorporates TBRI® Caregiver Training sessions, personalized in-home family coaching, adoption competent clinical services, implementation and connection groups for families, youth mentors, resource coordination, and additional specialized training courses. The program engages adoptive, kinship, guardianship, and biological families working on reunification or prevention in these supportive services to maintain permanency stability.
This program was developed with Trust Based Relational Intervention® serving as its theoretical cornerstone from which to serve this population. TBRI® is a caregiving and intervention model developed by Dr. Karyn Purvis and Dr. David Cross at the Karyn Purvis Institute of Child Development at Texas Christian University (TCU). TBRI® is based on a solid foundation of neuropsychological theory and research, tempered by humanitarian principles. It is a family-based intervention designed for children who have experienced relationship-based traumas such as institutionalization, multiple foster placements, maltreatment, and/or neglect.
What We Are Seeking
Key Responsibilities:
- Lead strategic planning and execution to advance program growth, sustainability, and service expansion.
- Oversee family support services, including clinical therapy, mentoring, coaching, and training programs.
- Supervise, mentor, and develop clinical and non-clinical staff to ensure high-quality, trauma-informed service delivery.
- Ensure compliance with Medicaid regulations, licensing standards, contracts, and organizational policies.
- Manage program operations, including budgets, contracts, performance outcomes, and resource allocation.
- Oversee billing processes and vendors to ensure accurate, timely, and compliant Medicaid reimbursement.
- Analyze program, finance, and utilization data to improve performance, outcomes, and revenue optimization.
- Build and maintain partnerships with community organizations, government agencies, and stakeholders.
- Represent the organization through outreach, presentations, and collaboration initiatives.
- Develop policies, procedures, and quality improvement initiatives to strengthen program effectiveness.
Leadership & Supervision:
- Provide strategic leadership and direction to multidisciplinary teams across programs and regions.
- Recruit, train, evaluate, and retain staff while fostering a collaborative and accountable work culture.
- Ensure staff adherence to evidence-based, trauma-informed practices and documentation standards.
- Support workforce planning, staff development, and cross-program collaboration.
Financial & Operational Oversight:
- Develop and manage program budgets, forecasts, and financial performance.
- Ensure compliance with grant and contract requirements, including reporting and deliverables.
- Monitor revenue, expenses, and billing processes to maintain financial health and sustainability.
- Partner with finance and leadership teams on strategic budgeting and resource allocation.
Required Education/Training/Experience:
- Master’s degree in social work, psychology, human development, or human services related field.
- Eligible for licensure in the state of Utah as an LCSW, LMFT, or LCMHC.
- 5+ years’ experience working in adoption, child welfare or related area.
- 2+ years of program development and program management experience.
- experience managing contracts, grants, program budgets, and performance outcomes.
- 2+ years’ experience managing others.
- Ability and willingness to work evenings and weekends as needed.
- Up to 50% travel is required.
- Must have dependable car and be insurable as a driver on the auto liability policy of Raise the Future.
- Additional qualifications may be required, depending on the program that the position will oversee.
- Available to work in a hybrid position in office 2 days a week and must work within 45 miles of the Utah office
Desired Qualities:
- 10 or more years post-graduate experience working with children and families.
- 4+ years program development and program management experience
- 4+ years personnel management experience
- Bilingual (English/Spanish)
- Active Utah clinical license in good standing (LCSW, LCMHC, LMFT, AMFT, or equivalent).
- Eligibility to provide clinical supervision for therapists pursuing independent licensure.
- Experience overseeing clinical services, behavioral health programs, or Medicaid-funded services.
- Knowledge of Utah Medicaid, including Foster Care Medicaid, Post-Adoption Medicaid, and behavioral health reimbursement requirements.
- Experience managing third-party billing vendors, revenue cycle processes, and healthcare billing compliance.
- Experience overseeing multidisciplinary teams that provide clinical therapy, family coaching, mentoring, training, and support services.
- Training and experience in trauma-informed and attachment-focused interventions, including Trust-Based Relational Intervention (TBRI®), Adoption Competency, Family First Prevention Services Act (FFPSA) programs, or similar evidence-based models.

- Understanding of the Utah child welfare system.
- Ability to demonstrate cultural humility.
- Demonstrated knowledge of Microsoft Office, Word, Excel, Outlook, Teams, the internet, Zoom and various database applications.
- Leadership/Ownership: Demonstrates ability to create and communicate a vision and plan, accept ownership, take initiative, and assume responsibility. Develop solutions and ideas that add value. Does not blame or pass problems off onto others but takes the initiative to get the right people involved and to resolve matters quickly and effectively. - Communication: Solid ability to write and communicate well. Able to tailor communications appropriately to the size and nature of the audience, including public speaking, presenting training at conferences and support groups. The annual pay range for this position is $70,000 - 82,000*
