Housing Specialist

Title Housing Specialist Overview Support Families. Ensure Stability. Make an Impact. Are you detail‑oriented, people‑focused, and passionate about helping others access safe, affordable housing? INLIVIAN is looking for a Housing Specialist to play a key role in supporting families through the Housing Choice Voucher Program (HCVP). Responsibilities Guide participants through recertifications, rent calculations, and housing processes Review and verify eligibility, income, and documentation Prepare and process HUD‑required forms (including HUD‑50058) Conduct participant interviews and explain program requirements clearly Maintain accurate records and ensure compliance with HUD regulations Collaborate with team members to support program success Answer inquiries concerning policies and practices associated with re‑examination processes in a courteous and professional manner or route/direct inquiries to appropriate staff Coordinate background information checks of tenants to be recertified and perform final eligibility verifications Review lease documents for accuracy and completeness before execution Accurately and timely prepare the HUD‑50058 form Collect and review interim transfer and re‑certification information, and coordinate evaluation, verification, and calculation of rent for recertification and move‑in Explain rent calculation to participants and assist with the completion of recertification materials; prepare and send notices of rent adjustments per HUD regulations Schedule and conduct transfer interviews with participants; follow proper verification methods and resolve income discrepancies as needed Enter data into the system accurately and promptly Reconcile rent and other charges collected throughout the month with appropriate personnel Review participant files and verification forms for accuracy, completeness, and enter data timely Compile statistical data and prepare reports related to completed recertifications Search files for information required by department staff as requested Ensure privacy and maintain security of confidential materials Adhere to INLIVIAN standards regarding the ethical, responsible, and appropriate use and safeguarding of materials, supplies, resources, and other assets Perform other duties as assigned Qualifications Strong customer‑service and communication skills Attention to detail and ability to manage multiple tasks Experience in housing, social services, or administrative support Ability to work with diverse populations with professionalism and empathy Basic math and computer skills Benefits Opportunity to earn industry certifications (HCV, EIV, Rent Calculation, Fair Housing) Meaningful work that directly impacts families in your community Collaborative, mission‑driven team environment Career growth in the affordable housing field Minimum Qualifications High School Diploma or GED 1–3 years of relevant experience (housing or social services preferred) Education and Experience High School diploma or possession of a certificate of equivalence of High School Achievement (GED) is required with one (1) year of relevant experience, and an additional one (1) to three (3) years’ experience in the housing or social services field or an equivalent combination of education and experience sufficient to fulfill essential position functions. Certifications Housing Choice Voucher Enterprise Income Verification System (EIV) Rent Calculation Fair Housing Knowledge and Skills Ability to learn federal, state, and local laws, rules, and regulations and INLIVIAN policies and procedures pertaining to the Housing Choice Voucher program Working knowledge of interviewing techniques and record maintenance Ability to meet and deal tactfully and courteously with the public Ability to understand and follow moderately complex written and oral instructions, communicate and relate to persons of diverse backgrounds and abilities Ability to make routine decisions in accordance with established administrative rules and policies, and explain the re‑examination process to participants in an objective and impartial manner Working knowledge of the operation of the INLIVIAN computer system and applicable software Knowledge of basic math principles sufficient to perform essential job functions Ability to prepare clear, concise reports and make appropriate recommendations within scope of responsibility Proficiency with basic office equipment such as telephone, fax, copier, and computer Ability to communicate clearly, concisely, verbally and in writing Ability to establish and maintain effective working relationships with other employees Ability to deal effectively with situations requiring tact and diplomacy Physical Requirements Work is principally sedentary, but may involve some physical exertion, such as kneeling, crouching, or lifting to obtain files, records, and office supplies, and eye strain from working with computers and other office equipment Must be able to sit and/or stand for up to eight hours at a time while performing work duties Must be able to bend, stoop, push, and pull in the performance of office related duties Must be able to use fingers bilaterally and unilaterally to operate office equipment Must be able to establish and maintain effective working relationships with co‑workers and clients and perform essential job functions in an environment that will sometimes include increased levels of work‑related stress Must have vision and hearing corrected to be able to operate office equipment and fulfill essential job functions Must maintain punctuality and attendance as scheduled An employee may request a reasonable accommodation to mitigate any of the physical requirements listed above Work Environment Work involves the normal risks or discomfort associated with an office environment and is usually in an area that is adequately cooled, heated, lighted, and ventilated. Other Requirements Must possess a valid State of North Carolina or South Carolina driver’s license and regularly participate in continuous improvement and education.
