POSITION PURPOSE:
The Weatherization Program Specialist is responsible for supporting all functions of the Weatherization Program and Energy Housing Programs, with a focus on administration and operational functions. This role reports directly to the Weatherization Supervisor and collaborates closely with the Energy/Housing Program Manager, Energy/Housing Program Supervisor, or Department of Energy (DOE), and the Texas Department of Housing and Community Affairs (TDHCA). Key Responsibilities: Learn and implement procedures, policies, rules, and regulations Balance schedules, priorities, and standards to achieve program goals Evaluate and coordinate program activities to ensure successful outcomesESSENTIAL FUNCTIONS:

Administrative & Compliance Duties: Complete, organize, and maintain all paperwork associated with assessments, audits, inspections, client files, and contractor documentation. Ensure all file documentation meets DOE, TDHCA, and organizational standards, including compliance checks, record audits, and timely data entry into local systems. Assist Supervisor in managing contractor relations by coordinating schedules, tracking completion of work orders, reviewing contractor documentation, and communicating requirements or corrections as needed. Assist in procurement-related documentation and ensure contractor work aligns with approved measures and budget guidelines. Submit State Historic Preservation reviews for eligible properties and ensure documentation is complete and compliant. Maintain up-to-date knowledge of regulatory changes and support implementation of new compliance requirements and procedures. Provide customer service support, including client communication, education, needs assessments, satisfaction surveys, and follow-up coordination. Assist with preparation for internal audits, monitoring visits, and state/federal reviews. Field & Technical Duties: Conduct testing protocols for combustion appliance safety to determine if appliances require service or repair. Perform pressurized diagnostic procedures to assess building envelope and duct leakage. Use diagnostic tools such as blower doors, duct blasters, pan tests, and infrared cameras to determine cost-effective weatherization measures. Perform or assist with initial and final inspections of weatherized homes, including interior and exterior components. Conduct final inspections to ensure all work complies with DOE and TDHCA standards and that contractor work is complete and satisfactory. Maintain working knowledge of basic weatherization duties including carpentry, insulation, and general repair practices. Travel within the ten-county service area as required for inspections, assessments, trainings, and client visits. Other Duties: Attend required local and state trainings. Enter and maintain data in the local database. Perform other related tasks as assigned to support program goals.TECHNICAL SKILLS:
To perform this job successfully, the employee should have: Ability to maintain effective working relationships with co- workers, supervisors, and the public. Ability to follow verbal and written instructions and communicate effectively in writing and verbally. Knowledge of client service principles and practices and interviewing skills and techniques. Understanding basic reading and writing skills and mathematics. Skill in assessing and prioritizing multiple tasks, projects, and demands with excellent problem solving and organizational skills while meeting established deadlines. Intermediate working knowledge of computer software including Microsoft Office and Mail Merge, with the ability to learn new software applications. Skill in reading, interpreting, and applying TDHCA rules and regulations and BVCOG policies and procedures. Ability to work with a diverse population and apply decision-making and conflict resolution skills. Ability to always project a professional image. Ability to work in a fast-paced environment.MINIMUM QUALIFICATIONS:
Education, Training and Experience: High School Diploma or GED; supplemented by 1-5 years' experience in carpentry, construction, contracting, home rehabilitation, or related field; or any equivalent combination of education, training, and experience which provides the requisite knowledge, skills, and abilities for this job. Additional training opportunities and conference attendance may be recommended or required. Any required training not completed will affect employee performance evaluation and potentially affect future employment in this role. Must complete a minimum of 24 hours of professional development training each year as part of this position. License and Certifications: Valid Texas driver's license at the time of placement and reliable transportation. Ability to earn certifications required by assigned tasks. This includes but is not limited to: Certified Energy Auditor within 18 months of assuming role. Applicants must obtain the following certifications within 1 year of employment: Building Science Principles Certificate (principles of heat transfer, moisture management, and air leakage) Building Analyst Certification through BPI (expertise in assessing and improving building performance) Lead Renovator Certificate (lead-safe renovation practices for pre-1978 housing and child-occupied facilities) 10 hours OSHA General Industry Safety and Health (basic safety and health training) 30 hours OSHA General Industry Safety and Health (intermediate-level safety and health training)DESIRED QUALIFICATIONS:
Prior experience with federally funded programs. Familiarity with CEAP, CSBG, or Community Action Agencies.SUPERVISION:
Reports directly to the Energy/Housing Program Manager and Weatherization Supervisor, or designee though supervisory channels. Ability to work independently and to assume responsibility for completion of complex workload without close supervision.WORKING CONDITIONS AND PHYSICAL REQUIREMENTS:
The physical demands of this position require the employee to perform a variety of tasks. Field work conditions include: Regularly required to bend, kneel, crouch, crawl, climb, or balance to access and work in various spaces, such as attics, crawl spaces, and tight areas Reach with hands and arms to install, repair, or inspect equipment and structures Maneuver in tight spaces, including attics, crawl spaces, and other confined areas Prolonged driving and/or riding in a vehicle to travel to job sites within the 10-county service area Frequent lifting and/or carrying of materials and equipment weighing up to 75 lbs, such as insulation, tools, and appliances Must be able to work in a variety of environmental conditions, including extreme temperatures, humidity, and weather conditions Office Conditions Include: Frequently required to remain in a stationary position Daily movements include sitting; standing; operating computers and other office equipment The employee must be able to communicate via email and verbally via telephone The employee must occasionally transport up to 25 pounds Primary activities are conducted within a well-lit, climate-controlled officeWORK SCHEDULE AND TRAVEL REQUIREMENTS
Work week: Monday through Friday, 8am-5pm Evening and/or weekend hours may be required on occasion Occasional out-of-town trips may be required to attend special events and training sessions \"In region\" travel to all counties covered by BVCAP's contract will be requiredBEHAVIORAL COMPETENCIES:
