We are looking for someone that champions operational excellence through continuous process improvement efforts to better serve the agencies financial service needs. This leadership role provides strategic financial administrative support to the CFO and serves an important role for the Department of Revenue to move the agency toward realizing its mission, vision and strategies through strategic plans and aligned work objectives. This position assists in leading the Financial Management Division to ensure sound financial reporting, policies and procedures, and strong internal controls are in place while maintaining excellent customer service. This position develops a highly functioning team within a hybrid work environment that is mission focused and provides timely, accurate, and efficient services in the following areas: agency biennial, supplemental and annual budgets; financial reporting and analysis; payroll; accounts payable; accounts receivable; purchasing; and contract and grant agreements. Telework Info This position is eligible for hybrid telework. Employees living within 50 miles of the office will be required to work in the office at least 50% of the time each month. Employees may reside outside the state of Minnesota if they live in a state bordering Minnesota and are within 50 miles of the primary work location. Existing employees who were approved to telework from a bordering state and more than 50 miles from their work location before June 1, 2025, may retain this arrangement unless they move farther away. Minimum Qualifications This position requires a significant and in-depth knowledge of organizational and enterprise-wide budgeting, accounting and financial management practices and financial auditing requirements. Bachelor's degree in accounting, finance, mathematics, business administration or other related financial or business field of study AND at least four (4) years of progressive and cross-functional supervisory experience in a mid to large-size accounting and financial management operation that includes experience and/or knowledge of the accounting, budgeting, contracts, and procurement processes. OR Eight (8) years progressive and cross-functional supervisory experience in a mid to large-size accounting and financial management operation that includes experience and/or knowledge of the accounting, budgeting, contracts, and procurement processes. AND Experience developing detailed budgets for a large, complex organization including creation, implementation, and management of budget development processes at a business unit or division level. Experience designing, implementing, and maintaining budgeting processes, including regular system updates and the development of technical and procedural controls that ensure alignment with business objectives and compliance with professional, legislative and operational standards. Professional experience presenting periodic (weekly, monthly, quarterly, etc.) and multi-year managerial accounting information to various leadership levels for purposes of cultivating high-quality engagement in objective, informed and data-based decision making. Demonstrated ability to lead project teams and support the growth of professional staff through effective application of personnel and career development practices, along with constructive, metrics-based feedback that promotes strong performance. Preferred Qualifications Technical Skills Advanced degree in Business, Finance, or Accounting. Demonstrated experience in financial planning and analysis, including forecasting, scenario modeling, and data-driven insights development that inform and strengthen strategic financial decision-making Experience working with enterprise performance management, financial modeling, or business planning platforms such as Anaplan, Oracle EPM, Workday Adaptive Planning, SAP BPC, or similar tools. Experience designing policies and procedures and/or core management approaches to accounting and financial operations at the organization and enterprise level. Knowledge and application of generally accepted accounting principles. Experience with statewide systems including: Statewide Integrated Financial Tools (SWIFT), Budget Planning and Analysis System (BPAS), Information Access Warehouse (IA) and Statewide Employee Management (SEMA4) or similar accounting and financial planning systems used in other state government operations. Leadership Experience Demonstrated commitment to effective process management and continuous improvement, with experience streamlining processes and enhancing operational efficiency. Proven leadership in navigating and driving organizational change, including skills in performance management, strategic planning, team development, conflict resolution, negotiation, and problem-solving to achieve positive, sustainable outcomes. Exceptional interpersonal skills with the ability to foster trust, collaboration, and a cohesive team culture across diverse groups.
