The Office of Asset and Property Management (APM) leads the agency's efforts to protect the City's investment in affordable housing and ensure that properties remain stable, financially sound, and affordable over the long term. APM actively monitors the performance and regulatory compliance of projects sponsored, supervised, and owned by the City, while also connecting individuals and families to affordable housing opportunities. APM is composed of three divisions: Asset Management, Property Management, and Housing Supervision.

As the Chief of Staff to the Deputy Commissioner of Asset and Property Management, you serve as the Deputy Commissioner's principal strategic and policy advisor, ensuring executive readiness, disciplined messaging, and operational alignment across a complex housing portfolio impacting more than 170,000 affordable units, the Mitchell-Lama portfolio (98 developments, approximately 50,000 units). You ensure the Deputy Commissioner is fully prepared for high-visibility engagements with City Council, the Commissioner of HPD, the Mayor's Office, and other senior stakeholders by delivering accurate data, clear strategy, and proactive risk identification that protects the Agency's credibility and strengthens executive decision-making.

Your responsibilities include executive preparation and strategic support, interagency and legislative coordination, policy and operational analysis, and executive office support. You will also need to maintain consistent in-office presence and attend external executive engagements.

Minimum qualifications include demonstrated experience supporting senior executive leadership in government or large public agencies, strong understanding of housing policy, asset management, regulatory compliance, and public sector operations, ability to analyze legislation and prepare policy memoranda, exceptional writing skills, high political acumen, discretion in handling sensitive matters, ability to operate under pressure, strong coordination skills, and capacity to synthesize large volumes of operational and policy information into concise executive guidance.
