Schedule: Hybrid 60% Onsite / 40% Remote

Applied Technology Services (ATS) is seeking a Senior GIS Programmer / Systems Analyst to support a local government Office of Information Technology and its enterprise GIS program.

This is a hands-on development and systems support role for a GIS professional who enjoys working across Esri ArcGIS, C#, .NET, JavaScript, Python, SQL, ArcGIS Server, and CityWorks .

You will help develop, maintain, troubleshoot, and modernize GIS applications while supporting critical GIS services used across the organization.

• Develop, maintain, and enhance enterprise GIS applications and web-based solutions.

• Develop and support applications using ArcGIS Server, ArcGIS APIs, ArcGIS JavaScript API, and ArcGIS Web AppBuilder .

• Support the ArcGIS Server environment , including troubleshooting, configuration, maintenance, and upgrades.

• Work with CityWorks and the GIS web services supporting CityWorks applications.

• Maintain and enhance existing Facilities and Utility GIS applications and toolsets.

• Repair and upgrade legacy applications developed with C#, Visual Studio 2010, and ArcObjects SDK 10.1 .

• Use Python and ArcGIS ModelBuilder to automate GIS processes and workflows.

• Write and maintain SQL queries, triggers, and stored procedures .

• Work with relational databases, including SQL Server and Oracle .

• Develop reports using SSRS .

• Troubleshoot application and production issues and identify effective technical solutions.

• Collaborate with GIS users, technical teams, and business stakeholders on application requirements and enhancements.

• 5+ years of professional application development experience .

• Strong experience with several of the following:

  • C#

  • .NET

  • Java/J2EE

  • JavaScript

  • HTML

  • Python

• Hands-on experience with Esri ArcGIS technologies , particularly:

  • ArcGIS Server

  • ArcGIS JavaScript API

  • ArcGIS APIs

  • ArcGIS Web AppBuilder

  • ArcGIS Collector

  • ArcSDE

  • ArcGIS Mobile

• Experience with ArcGIS ModelBuilder and Python .

• Strong SQL skills, including stored procedures and triggers .

• Experience with SQL Server and/or Oracle .

• Experience troubleshooting and supporting production applications.

• Experience with SSRS or similar reporting technologies.

• Strong analytical, communication, and problem-solving skills.

• Bachelor's degree in Computer Science, Information Technology, Business, or a related field.

• Experience in systems analysis, application development, project management, or program analysis .

• Recent experience supporting a government or public-sector organization .

• Experience working with CityWorks .

• Experience maintaining or modernizing legacy ArcObjects applications .

• Experience working within a large enterprise GIS environment.

This position is hybrid , with approximately 60% onsite and 40% remote work.

• Up to 2 remote days per week

• Onsite work is required in Towson, MD

• Remote work is available following onboarding, training, and equipment issuance.

• Fully remote and out-of-state employment are not available.
