This position is located in the Department of Health and Human Services (HHS), Food and Drug Administration, Office of Inspections and Investigations (OII), Office of Criminal Investigations (OCI). As FDA's criminal law enforcement and intelligence arm, OCI is responsible for protecting public health and furthering the FDA mission by investigating suspected criminal violations of the Federal Food, Drug, and Cosmetic Act (FDCA) and other related laws. Duties

Help

  • Researches, analyzes, collects, and produces investigative data, studies, trends, and patterns; and identifies intelligence gaps in furtherance of criminal investigations.
  • Collects information in support of investigations and develops evidence to be utilized in the prosecution of criminal cases, and/or to pursue civil remedies.
  • Prepares professional reports, charts, documents, and other materials which support findings and conclusions.
  • Serves as the evidence custodian gathering, processing, distributing, documenting, and ensuring custody of case evidence
  • Serves as the imprest fund cashier, verifying and processing cash payouts for criminal investigation purposes per established policy.

Qualifications

The position of Investigative Analyst falls under the 1805 occupational series. To qualify for this position at grade GS -9/11, you must meet requirements by 11:59 pm EST on 07/24/2026.

Minimum Qualifications:

Specialized experience is experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. The specialized experience must demonstrate one year of full-time work experience, or the equivalent if part-time (for example, an employee working 20 hours per week for a 12-month period should be credited with 6 months of experience.) Experience may have been obtained in either the federal service or its equivalent with state or local government, the private sector, or nongovernmental organizations.

GS-09: You must have 1 year of specialized experience equivalent to at least the GS-07, in the Federal service, which includes: utilizing a variety of informational databases to gather and analyze various types of data from Federal, state, local and open-source systems to develop investigative findings; assisting law enforcement personnel in support of ongoing investigations; and assisting with evidence custodian duties, including the collection, processing, tracking, and storage of evidence and seized assets per established policies, procedures, and chain-of-custody requirements.

OR

Master's or equivalent graduate degree or two full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., if related;

OR

Combination of the required experience and education for this grade level.

GS-11: You must have 1 year of specialized experience equivalent to at least the GS-09, in the Federal service, which includes: utilizing a wide range of law enforcement and intelligence databases to collect and analyze information to develop well-supported investigative findings and leads in support of criminal/administrative investigations; preparing reports, charts, and other materials to present investigative findings and conclusions; and serving as an evidence custodian responsible for the secure collection, processing, tracking, and disposition of evidence and seized assets in compliance with established policies, procedures, and chain-of-custody requirements.

OR

Ph.D. or equivalent doctoral degree; or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related

OR

Combination of specialized experience and education as described above that, when combined, equal 100% of the total requirement.

In accordance with Office of Personnel Management policy, federal employees are assumed to have gained experience by performing duties and responsibilities appropriate for their official series and grade level as described in their position description. Experience that would not normally be part of the employee's position is creditable, however, when documented by satisfactory evidence, such as a signed memorandum from the employee's supervisor or an SF-50 or SF-52 documenting an official detail or other official assignment. The documentation must indicate whether the duties were performed full time or, if part time, the percentage of times the other duties were performed. It is expected that this documentation is included in the employee's official personnel record. In order to receive credit for experience in your resume that is not within the official series and grade level of your official position, you must provide a copy of the appropriate documentation of such experience as indicated above.

FOREIGN EDUCATION
