Senior Database Developer

Job Summary:

The Senior Database Developer / Contract Manager is responsible for providing technical, operational, and contractual leadership for the OHSS Report Automation Support Services program. This role involves managing database modernization, data architecture, governance, automation initiatives, and overseeing contractor performance to ensure successful program delivery. Responsibilities:

• Serve as the primary liaison with DHS Contracting Officer Representative (COR) and Contracting Officer.
• Manage contract execution, including staffing, deliverables, schedules, and risk mitigation.
• Lead database architecture design, administration, optimization, and modernization efforts.
• Design and maintain centralized data repositories and data warehouse solutions.
• Oversee implementation of data quality controls, governance policies, backup, and disaster recovery procedures.
• Direct development of automation solutions to support report production.
• Review technical deliverables to ensure compliance with DHS requirements.
• Support development of Standard Operating Procedures (SOPs) and facilitate knowledge transfer.
• Manage subcontractors and coordinate reporting activities.

Required Skills & Certifications:

• Bachelor's degree in Computer Science, Information Systems, Data Science, or a related field.
• 10+ years of experience in database development and administration.
• 5+ years of project or program management experience.
• Proficiency with SQL Server, PostgreSQL, Oracle, or equivalent database platforms.
• Experience leading Federal IT programs.
• Strong written and verbal communication skills.

Preferred Skills & Certifications:

• Project Management Professional (PMP) certification.
• Azure Data Engineer, AWS Data Analytics, or equivalent cloud/data certifications.
• Experience working within DHS or other civilian federal agencies.
• Experience supporting data governance and analytics environments.
