The Director of Sheriff Intelligence and Crime Analytics position within the Gallatin County Sheriff's Office aligns directly with the recommendation in the National Criminal Intelligence Sharing Plan that every law enforcement agency, regardless of size, develop and sustain an intelligence capacity. This dedicated leadership role will establish centralized oversight of the full intelligence process—planning and direction, collection, processing/collation, analysis, dissemination, and reevaluation to support the adoption of intelligence-led policing across the county's 2,605 square miles of jurisdiction and advance the agency from its current limited analytic capability toward a mature, full-service intelligence capacity. In a rapidly growing community confronting persistent challenges such as elevated drug distribution documented by the Missouri River Drug Task Force, a high volume of sex-related investigations, and the overall rise in violent crime over the past decade, the Director will drive proactive strategies through crime pattern analysis, development of intelligence requirements, establishment of strategic priorities, and production of actionable intelligence products. National evaluations of intelligence-led policing, including those supported by the Bureau of Justice Assistance, consistently demonstrate measurable outcomes such as substantial reductions in targeted violence and gang-related crime, improved case clearance rates, enhanced officer safety, and more effective direction of investigative and preventive efforts when intelligence guides operational priorities. The position will also strengthen interagency coordination with fusion centers, task forces, and federal partners while advancing community relationships through ethical information sharing, public-private partnerships for intelligence, and initiatives that encourage suspicious activity reporting. These practices build trust, foster collaboration with residents and stakeholders, and support the development of a culture of information sharing. By institutionalizing these standards-based processes, the Director will enable the Sheriff's Office to identify threats more accurately, guide operational activities to the most serious targets, and deliver measurable enhancements to public safety for all residents of Gallatin County.
General Statement of Responsibilities The Director of Sheriff Intelligence and Crime Analytics is responsible for leading the strategic oversight and integration of intelligence operations and crime analytics within the Gallatin County Sheriff's Office. This role encompasses managing the full intelligence cycle – planning and direction, collection, processing/collation, analysis, dissemination, and reevaluation to advance intelligence-led policing initiatives that address rising violent crime trends, drug trafficking threats from designated foreign terrorist organizations such as the Sinaloa and CJNG cartels, emerging political violence, and outlaw motorcycle gang activities. The Director will develop policies to ensure ethical information management, civil rights protections, and compliance with federal guidelines like 28 CFR Part 23, while leveraging advanced analytic techniques including geospatial analysis, network analysis, predictive modeling, and open-source intelligence to produce actionable insights for threat identification, prevention, and resource prioritization. Additionally, the Director will foster interagency collaborations, community engagement, and training programs to enhance the department's proactive response capabilities and build a culture of information sharing across sectors.
Essential Duties and Responsibilities
- Intelligence Coordination: Oversee the systematic collection, evaluation, and dissemination of intelligence from diverse sources, including tips on potential disruptions to public events and organized resistance activities, to provide a unified, integrated perspective on disparate information about crime trends, security threats, and conditions associated with criminality.
- Crime Pattern Analysis: Apply advanced data analytics, including time-series analysis and statistical modeling, to identify hotspots, forecast criminal behavior, and inform strategic interventions aimed at curbing the rise in violent crimes, with a focus on aggravated assaults, forcible rapes, and violent robberies.
- Policy Development: Formulate and implement comprehensive policies guiding the ethical collection, retention, and sharing of intelligence, incorporating safeguards for privacy and civil liberties while aligning with national standards such as the National Criminal Intelligence Sharing Plan and ensuring adherence to audit requirements for the intelligence function.
- Legal Compliance: Monitor and enforce compliance with all applicable laws, regulations, and guidelines, including conducting regular audits of the intelligence function to validate processes, protect against civil rights violations, and maintain the integrity of operations.
- Interagency Collaboration: Serve as a liaison with federal, state, and local partners, including fusion centers, the Rocky Mountain High Intensity Drug Trafficking Area, and the Missouri River Drug Task Force, to facilitate information sharing, joint operations, and participation in regional initiatives targeting cartel activities and weapon seizures.
- Training and Development: Design and deliver specialized training programs for Sheriff's Office personnel on intelligence analysis, crime analytics, privacy law compliance, and intelligence-led policing principles, ensuring alignment with Minimum Criminal Intelligence Training Standards and incorporating skills in open-source analysis and predictive modeling.
- Resource Allocation: Utilize intelligence and analytic outputs to guide the efficient deployment of personnel, technology, and budgetary resources to high-threat areas, supporting baseline operations for multi-jurisdictional task forces while addressing resource constraints in a rapidly growing county.
- Community Engagement: Build public trust through transparent practices, ethical information sharing, and initiatives that encourage community reporting of suspicious activities, while developing public-private partnerships to enhance intelligence gathering on threats like political violence and undocumented immigrant arming allegations.
- Strategic Planning: Conduct threat assessments and develop long-term strategies for evolving intelligence and analytics functions, anticipating future trends in drug-associated violence, political extremism, and economic disparities influencing crime, while integrating emerging technologies for enhanced analysis and dissemination.
- Crisis Response: Provide real-time intelligence support during critical incidents, emergencies, or high-profile events such as political rallies and POTUS/VPOTUS visits, facilitating informed decision-making and coordinated responses across sectors.
- Technology Integration: Evaluate and incorporate innovative tools and systems for intelligence gathering, analysis, and secure dissemination, ensuring compatibility with existing infrastructure and compliance with security protocols for handling sensitive information
- Other Duties as Assigned: Special projects, assignments, or programs at the direction of the Sheriff or Chief Deputy.
