Job Title: Mental Health Subject Matter Expert (Mental Health SME)

Employment Type: Full-time with Benefits

Work Location: Rockville, MD (Hybrid)

Place of Performance: Contractor Facility / periodic travel to Washington, DC and other Government-designated locations as required.

Work Authorization: Must be authorized to work in the United States.

Security Requirement: Candidates must possess or be eligible to obtain and maintain a Public Trust clearance throughout the period of performance. Candidates must comply with all U.S. Department of Labor (DOL) security, privacy, confidentiality, and organizational conflict of interest requirements.

 

Position Overview

The Mental Health Subject Matter Expert (Mental Health SME) provides clinical expertise, consultation, technical assistance, program evaluation, and behavioral health guidance in support of the U.S. Department of Labor (DOL), Employment and Training Administration (ETA), Office of Job Corps (OJC) Health and Wellness Program. The Mental Health SME collaborates with Government personnel, Regional Offices, Job Corps Centers, and multidisciplinary Health and Wellness Subject Matter Experts to strengthen behavioral health services, promote regulatory compliance, and support continuous quality improvement across approximately 121 Job Corps Centers nationwide.

This position serves as the principal behavioral health resource for adolescent and young adult mental health services, providing consultation on complex clinical cases, reviewing behavioral health programs and documentation, supporting policy development, and delivering professional training. The Mental Health SME evaluates behavioral health operations for compliance with Job Corps Policy and Requirements Handbook (PRH), applicable federal regulations, and established clinical standards while assisting centers in improving service quality and operational effectiveness.

The ideal candidate possesses extensive clinical experience working with adolescents and young adults, expertise in co-occurring behavioral health disorders, strong consultation and training skills, and experience supporting quality improvement initiatives within federal or large-scale healthcare or human services programs.

 

Essential Duties and Responsibilities

  • Serve as the behavioral health subject matter expert supporting the Office of Job Corps Health and Wellness Program.
  • Provide expert consultation on adolescent and young adult behavioral health issues, including complex psychiatric and psychosocial cases.
  • Conduct Regional Office Center Assessments (ROCAs), Regional Office Targeted Assessments (ROTAs), and other behavioral health program reviews.
  • Evaluate mental health service delivery and recommend corrective actions to improve program performance and clinical outcomes.
  • Assess behavioral health programs for compliance with Job Corps Policy and Requirements Handbook (PRH), federal regulations, and accepted clinical standards.
  • Provide technical assistance and consultation to Regional Offices and Job Corps Centers regarding behavioral health operations, policies, and clinical practices.
  • Review mental health records, treatment plans, referrals, assessments, and clinical documentation for quality, accuracy, and regulatory compliance.
  • Provide consultation regarding youth with co-occurring behavioral health conditions, including ADHD, learning disabilities (LD), depression, anxiety, trauma-related disorders, substance use disorders, and other psychiatric conditions.
  • Assist with the development, revision, implementation, and interpretation of mental health policies, procedures, clinical guidance, and best practices.
  • Develop and deliver professional training, webinars, educational materials, and technical assistance for Job Corps health and wellness staff.
  • Participate in multidisciplinary meetings with Medical, Nursing, TEAP, and other Health and Wellness Subject Matter Experts.
  • Support Continuous Quality Improvement (CQI) initiatives through trend analysis, program evaluations, data interpretation, and recommendations for operational improvement.
  • Prepare assessment reports, technical assistance summaries, recommendations, policy guidance, and other contract deliverables.
  • Maintain confidentiality of Protected Health Information (PHI) and ensure compliance with applicable federal privacy, security, and confidentiality requirements.
  • Perform other related duties as assigned.

 

Required Qualifications

  • Master's Degree in Social Work (MSW), Doctor of Psychology (PsyD), Ph.D. in Psychology, or Doctor of Medicine (MD/DO) with specialization in Psychiatry from an accredited institution.
  • Current unrestricted professional license as one of the following:
    • Psychiatrist
    • Clinical Psychologist
    • Licensed Clinical Social Worker (LCSW/MSW)
  • Minimum of ten (10) years of clinical experience working with adolescents and young adults (ages 16 and above).
  • Demonstrated experience assessing and treating youth and young adults with co-occurring behavioral health conditions, including ADHD, learning disabilities (LD), and other psychiatric disorders.
  • Experience providing professional consultation, technical assistance, and clinical training.
  • Experience conducting behavioral health assessments, clinical program evaluations, and quality improvement activities.
  • Strong knowledge of adolescent behavioral health, crisis intervention, and behavioral risk assessment.
  • Experience reviewing clinical documentation, treatment plans, referrals, and behavioral health records.
  • Proficiency with Microsoft Office Suite, including Word, Excel, PowerPoint, Outlook, and Microsoft Teams.
  • Excellent written, verbal, organizational, analytical, and interpersonal communication skills.
  • Strong time management skills with the ability to manage multiple assignments and meet contractual deadlines.
  • Ability to work independently and collaboratively within multidisciplinary teams.
  • Ability to travel periodically in support of Government meetings, assessments, conferences, and technical assistance visits.
  • Ability to obtain and maintain a Public Trust clearance.

 

Preferred Qualifications

  • Experience supporting the U.S. Department of Labor (DOL), Employment and Training Administration (ETA), Office of Job Corps, or other federal civilian agencies.
  • Experience supporting nationwide behavioral health, public health, healthcare, or human services programs.
  • Experience conducting compliance reviews, accreditation surveys, or quality assurance assessments.
  • Knowledge of Workforce Innovation and Opportunity Act (WIOA), Job Corps operations, and the Job Corps Policy and Requirements Handbook (PRH).
  • Experience with Electronic Health Records (EHR) and behavioral health documentation systems.
  • Active Public Trust determination or equivalent federal government suitability clearance.

  • Ability to travel periodically to Government-designated locations for Regional Office Center Assessments (ROCAs), Regional Office Targeted Assessments (ROTAs), technical assistance visits, meetings, conferences, and other official program activities.
  • Ability to operate standard office equipment, including computers, telephones, and video conferencing systems.
  • Ability to remain in a stationary position for extended periods while reviewing clinical documentation, preparing reports, and performing administrative responsibilities.
  • Ability to communicate effectively with Government officials, healthcare professionals, Job Corps staff, and multidisciplinary stakeholders through written, verbal, and virtual communication methods.
