Community Service Officer

Job Summary Under the direction of a Police Sergeant, the incumbent is responsible for public education and community mobilization efforts in crime prevention, special community outreach projects, and minor traffic concerns. The role involves providing information to the public to assist in problem resolution and directing them to the appropriate police unit or other resources. The employee carries a limited police commission to conduct hulk and litter removal, disabled parking enforcement, and other parking activities. Union Affiliation This job classification is represented by Teamsters and is covered by Civil Service. Essential Duties Organize, coordinate, and implement crime prevention programs and offender accountability program. Respond to the public’s requests for service and information, and resolve minor traffic concerns. Coordinate neighborhood activities designed to promote safety and improve neighborhood quality of life. Represent the department and answer questions from the general public related to crime prevention or offender accountability programs; direct people to the appropriate police units or services and recommend resources for crime prevention problems. Create and distribute a public information newsletter addressing crime prevention and offender accountability. Plan, organize, and speak at community outreach events to disseminate information on crime prevention or offender accountability programs. Develop and maintain records of adult and juvenile offenders in assigned districts. Conduct crime prevention surveys; collect, analyze, and distribute data for prevention purposes. Perform front‑desk/public contact duties: direct the public, respond to inquiries, interview victims of minor offenses, receive police service requests, take statements, and write reports. Carry a limited commission to remove hulks, enforce disabled parking, and issue citations for general parking violations. Operate computers, copiers, and basic office equipment. Other Duties Perform related duties as assigned. Qualifications and Requirements High school graduation or equivalent. Strong verbal, written, and interpersonal skills. Preferred education, training, or experience related to law enforcement. Successful completion of a stringent personal background investigation including polygraph examination and drug test. At least nineteen (19) years of age. Valid Washington driver's license with a satisfactory driving record. Knowledge, Skills, and Abilities Oral and written communication skills. Interpersonal skills using tact, patience, and courtesy. Basic principles of public relations. Understanding of criminal justice terminology and practices. Knowledge of city ordinances and state laws related to crime prevention and parking enforcement. Awareness of community resources and assessment methods. Familiarity with current crime prevention and offender accountability techniques. Knowledge of police department policies and procedures. Ability To Establish and maintain cooperative working relationships. Plan and organize workload to meet schedules and deadlines. Maintain records and prepare administrative reports. Educate individuals and community groups about crime, prevention, and police functions. Operate keyboard and computer systems to process paperwork. Coordinate and implement crime prevention and offender accountability programs in the community. Work as part of a team. Work a flexible schedule, including evenings and weekends. Perform physically required duties. Act without direct supervision and exercise independent discretion. Follow oral and written instructions. Communicate effectively in English with coworkers, superiors, and the public. Interact with diverse populations respectfully. Handle policy violations impartially. Maintain physical fitness standards.
