Summary You will serve as a Management Analyst in the Personnel and Workforce Developement Department of NAVOBSERV. Duties Help You will provide advice to senior management officials on human resources program requirements, execution, and accomplishments. You will work within the framework of regulations and guidance promulgated by OPM, Department of Defense (DOD), DON and U.S. Fleet Forces Command (FFC) policies and procedures. You will provide a broad range of expert advice and guidance to staff managers and supervises on recruitment/retention strategies, manpower utilization, organization structures, workforce composition, staffing ratio, etc. You will analyze, evaluate, and advise on the effectiveness of position management, organization, manpower utilization and other similar functions of management. You will be responsible for the establishment, coordination, and administration of various management programs to ensure USNO's programs meet requirements set down by higher authority. Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326. Males born after 12-31-59 must be registered for Selective Service. You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal. This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time. Qualifications Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Experience providing a broad range of expert advice and guidance to staff managers and supervises on recruitment/retention strategies, manpower utilization, organization structures, workforce composition, staffing ratio, etc. Advise staff personnel and management on Department of the Navy (DON), Office of Civilian Personnel Management (OPM), and Staff policies, procedures, and guidelines as related to assigned program areas. Provide advice to senior management officials on human resources program requirements, execution, and accomplishments. Work within the framework of regulations and guidance promulgated by OPM, Department of Defense (DOD), DON and U.S. Fleet Forces Command (FFC) policies and procedures. Experience administering programs in accordance with applicable regulations, statutes, policies, and procedures in response to command unique problems and conditions. Experience exercising substantial knowledge of mission goals and objectives, management philosophy, and current principles of human resources management to develop an integrated approach to problem resolution. Experience with advising senior management on manpower utilization, workforce composition and optimal staffing ratios. Experience preparing necessary documentation in order to implement approved action and and assisting management in forecasting, formulation, and documentation of staff manpower needs to meet mission requirements. Experience serving as the liaison between the Human Resources Office (HRO), Office of Civilian Human Resources (OCHR) and the Staff on matters relating to human resources management (staffing, recruitment, placement, compensation, awards, retirement, drug testing, etc.). Experience with conducting studies to develop responses to new manpower requirements and resolving issues related rapid changes in manpower needs and budget control. Experience advising the Command Management Department Head on proposed changes or recommend changes which affect the management and operation of the activity. Experience conducting or coordinating self assessment studies for command administrative and organizational matters of common interest to all components of the activity. Experience developing reports for local use and for reporting to higher authority, work measurement studies, paperwork management, forms and records management, Analyze, evaluate, and advise on the effectiveness of position management, organization, manpower utilization and other similar functions of management. Use A variety of software applications (i.e., Access, Excel spreadsheet, PowerPoint, etc.) to produce manpower tracking reports pertaining to civilian vacancies, civilian manpower requirements, civilian positions authorized, on board count, etc. Perform special studies and research projects to facilitate the implementation and efficient operations of programs dealing with a variety of work processes and functions. Responsible for the establishment, coordination, and administration of various management programs to ensure USNO's programs meet requirements set down by higher authority. Also, participate in the review of personnel regulations from higher authority in developing or revising local policies, procedures or directives that implement required changes in personnel administration, Compose correspondence on a variety of subjects for the Superintendent, Deputy Superintendent, and Command Management Department Head. Responsible for ensuring all command correspondence follows style and format as set forth in the Navy Correspondence Manual, making changes to submitted drafts without making changes to content.
