Additional information can be found at: DCHR Benefits This position is located in the Metropolitan Police Department (MPD), Technical Services Bureau (TSB), Technology Division (TD). Applications Management Branch (AMB). The (TSB) oversees all information technology services, as well as records management, fleet services and evidence control of the IT component of the bureau include software development, data quality and compliance, business application development, and information technology program management. The incumbent works under the general supervision of the Director, Business Applications, who establishes broad program, policy priorities, and identifies overall resources available. The incumbent independently plans, organizes and carries out major assignments; determines the methods and approaches to be used; coordinates with internal and external resources and resolves complex technical, operational, compliance, and policy issues. The Incumbent Will Be Responsible For The Following Serving as MPD’s senior technical authority and principal advisor for CJIS compliance, cybersecurity governance, and Criminal Justice Information protection. Providing leadership and oversight for MPD’s compliance with the FBI CJIS Security Policy and all applicable federal, District of Columbia, and MPD cybersecurity requirements. Serves as MPD’s primary authority and point of contact on CJIS compliance matters. Plans, directs, and evaluates complex cybersecurity, CJIS compliance, and information systems security initiatives that affect MPD’s enterprise technology environment and public safety operations. Developing, managing, and monitoring cybersecurity compliance strategies, project plans, timelines, budgets, risk registers, corrective action plans, and performance measures and reporting mechanisms. Ensures MPD systems, applications, vendor platforms, cloud services, and technology initiatives align with enterprise architecture, cybersecurity governance, risk management principles, and CJIS requirements. Providing authoritative technical guidance on the implementation of CJIS security controls, including access controls, advanced authentication, encryption, auditing, logging, incident response, personnel security, media protection, system integrity, and secure information sharing. Leads internal and external audits, assessments inspections, and reviews conducted by CJIS Systems Agencies, federal oversight entities, District agencies, or other authorized bodies. Develops, tracks and manages corrective action plans to address audit findings, compliance gaps, cybersecurity weaknesses, and operational risks. Conducting and overseeing risk assessments for systems, applications, vendor solutions, data-sharing arrangements, and cloud-based environments involving CJIS. Coordinates with Information Security Officers (ISOs) and CJIS Security Officers (CSOs), legal counsel, agency partners, and District public safety stakeholders to ensure secure and compliant system operations. Reviews proposed technology solutions, contracts, memoranda of understanding, interagency agreements, and data-sharing arrangements to identify cybersecurity, CJIS, privacy, and operational risks. Prepares and delivers executive briefings, policy recommendations, compliance reports, risk assessment and strategic recommendations to MPD leadership on cybersecurity posture, compliance risks, and mitigation strategies. Performing other related duties as assigned. Qualifications, Education And Work Experience Education Degree in computer science, engineering, information science, information systems management, mathematics, operations research, statistics, or technology management or degree that provided a minimum of 24 semester hours in one or more of the fields identified above and required the development or adaptation of applications, systems or networks is required. Bachelor’s degree in information technology, Cybersecurity, Public Administration, Criminal Justice, or related field is preferred. Licensures, Certifications And Other Requirements Possession of a Project Management Professional (PMP) certification, Certified Information Systems Security Professional (CISSP), Certified Information Security Manager (CISM) Certification and/or experience working with state CJIS Systems Agency (CSA) is strongly preferred. Work Experience Applicants must have at least one (1) year of specialized experience equivalent to the next lower grade (MSS – Grade 13), or its non-District equivalent, gained in either the public or private sector. Specialized experience includes but not limited to: overseeing and applying Criminal Justice Information Services (CJIS) technical security controls and cybersecurity compliance audit standards; network security architecture, encryption protocols, VPN technologies, and identity access management. Experience in managing and developing new approaches, methods or procedures in data gathering and analysis; and interpreting legal and regulatory language into operational controls. Communication skills to express ideas clearly and concisely, both orally and in writing; to present recommendations and proposals; to establish and maintain effective working relationships with employees and government officials; and to write and edit reports, proposals, policies, procedures, and recommendations and the ability to provide training and supervise a team. One Year Of Prior Management/leadership Experience Is Strongly Preferred. Previous experience in law enforcement or criminal justice is strongly preferred. Work Environment Work location is in an office environment. Work is sedentary and may require walking and standing in conjunction with travel and attendance at meeting and conferences away from the work site and carrying light items, such as laptops, papers, books, small parts, and driving an automobile. This position requires the incumbent to perform related duties throughout the district and surrounding areas. Applicants must have the ability to travel independently to various work sites. Other Significant Factors Position Designation: The Metropolitan Police Department is a 24-hour, 7 days a week operation. This position is considered “ emergency ” per DPM Chapter 12. An emergency employee must report to or remain at work if activated, during a declared emergency. Position Suitability This position is deemed as “Security Sensitive” pursuant to Chapter 4 of the D.C. Personnel Regulations, in addition to the general suitability screening and criminal background check (pre-employment and periodic), individuals may be subject to the following checks and tests: Traffic record check (as applicable); Pre-employment drug and alcohol test (as applicable); Consumer credit check (as applicable); Reasonable suspicion drug and alcohol test; Random drug and alcohol test; Return to duty or follow-up drug and alcohol test; and Post-accident or incident drug and alcohol test.
