Engineer

Duties

• You will plan, coordinate, and execute testing for Undersea Warfare (USW) combat systems.
• You will analyze and report on the performance of USW components on Navy Destroyers and Cruisers.
• You will verify and validate the correct installation of combat and weapon systems on individual ships.
• You will ensure systems can be safely and effectively operated and maintained by ship personnel.
• You will provide technical leadership to a team of engineers, scientists, and technical staff.
• You will brief ship's senior personnel on the results of system testing and evaluation.
• You will develop written plans and presentations on project status, problems, and milestones.

• This is a Mission Essential position. You will be required to ensure organization or facility continuity of operations and/or completion of tasks that are considered essential to the mission designated by a local or command decision.
• Hazardous Duty: Exposure to hazardous electrical voltages and high-pressure air systems.
• Able to conduct at-sea transfers via small craft, helicopters, or small aircraft.
• Ability to board ships/submarines during dockside and at-sea testing, involving considerable walking, climbing, and standing for several hours at a time, or crawling into small spaces.

Qualifications

For ND-04: Your resume must demonstrate at least one year of specialized experience at or equivalent to the ND-03 pay band (GS-9/10/11 grade level equivalency) in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: As a professional engineer applying advanced engineering principles to independently plan, lead, execute, and analyze the testing and evaluation of Undersea Warfare (USW), sonar, or similar complex shipboard combat systems to verify safe installation and full operational readiness.



For ND-03: Your resume must demonstrate at least one year of specialized experience at or equivalent to the ND-02 pay band (GS-5/6/7/8 grade level equivalency) in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: As a professional engineer applying engineering principles to support the planning, execution, and analysis of testing and evaluation of Undersea Warfare (USW), sonar, or similar shipboard combat systems to verify safe installation and operational readiness.

Education

Applicants must meet the following basic education requirements of the Office of Personnel Management (OPM) Qualifications Standards Manual:


Successful completion of a professional engineering degree. To be acceptable, the program must: (1) lead to a bachelor's degree (or higher) in a school of engineering with at least one program accredited by the Accreditation Board for Engineering and Technology (ABET); or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work of the position.

Current registration as an Engineer Intern (EI), Engineer in Training (EIT), or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico. Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and in engineering that included the courses specified in the basic requirements under paragraph A (above). The courses must be fully acceptable toward meeting the requirements of an engineering program as described in paragraph A (above)


OR


Successful completion of a curriculum leading to a bachelor's degree in an appropriate scientific field, e.g., engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a bachelor's degree in engineering, provided the applicant has had at least one year of professional engineering experience acquired under professional engineering supervision and guidance. Ordinarily, there should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering-type experience, e.g., in interdisciplinary positions.



For the ND-03 position, in lieu of specialized experience, you may qualify with the following education or combination of both education and experience: Two years of progressively higher level graduate education leading to a Master's degree;

Master's or equivalent graduate degree.
