Job Description: BMATX Doula Program ManagerOrganization: Black Mamas ATX (Black Mamas Community Collective) Reports To: Executive Director Status: Full-Time, Exempt Salary: $67,000 - $70,000 annuallyLocation: Remote (Central Texas based)Application Deadline: June 14, 2026 Core ResponsibilitiesI. Program Leadership & Strategic OversightProvide overall leadership and operational oversight of the Community Doula Program.Ensure alignment of program implementation with organizational mission, strategic priorities, and grant deliverables.Develop and maintain program protocols, service standards, and accountability systems.Monitor program outcomes and recommend improvements to strengthen impact and client experience.Collaborate with the Executive Director on program growth, sustainability, and funding alignment.II. Staff Supervision & Performance ManagementDirectly supervise Doulas, Dou-bros, Wraparound Support Specialists (formerly called Perinatal Community Health Workers or PCHWs), and the Operational Coordinator.Conduct performance evaluations, provide coaching, and implement corrective action plans when necessary.Establish clear service expectations and professional standards.Facilitate regular case reviews and team meetings to ensure quality and continuity of care.Coordinate onboarding, orientation, and training for new perinatal team members.Ensure ongoing professional development and required certifications are maintained.III. WARMTH Program Financial Management & Client Assistance OversightManage the allocation, tracking, and oversight of WARMTH (WrapAround Resources for Maternal Transformative Healing) client support program funds.Review and approve requests for rental assistance, utility payments, and other stabilization supports.Ensure financial disbursements are compliant with grant guidelines, internal controls, and equity standards.Maintain accurate documentation of all client financial assistance.Collaborate with finance staff and executive leadership to reconcile expenditures and monitor budget utilization.Analyze trends in client needs and provide recommendations for resource allocation improvements.IV. Counseling Program Oversight & CoordinationProvide oversight and coordination for the BMATX/Healthy Start Central Texas (HSCT) Counseling Program.Manage consent processes for BMATX clients referred to the counseling program, ensuring timely and compliant documentation.Receive and review counseling referrals from partner organizations within the Maternal Health Equity Collaborative (MHEC).Ensure proper consent is obtained from referred clients across participating partner organizations.Maintain collaborative relationships with participating partner organizations to ensure smooth referral pathways and communication.Monitor documentation and compliance with grant, privacy, and partner organization requirements.Track counseling utilization trends and report relevant data to leadership and partners as required.Identify opportunities to strengthen cross-organizational care coordination within the collaborative.V. Client Care Quality & Escalation SupportProvide supplemental client screenings and health education when clinically appropriate, including perinatal mood disorder screenings.Serve as an escalation point for client concerns, grievances, or quality-of-care issues.Maintain an open-door policy for clients needing additional support beyond doula services.Oversee quality assurance for documentation and timely data entry across the perinatal team.Works collaboratively with the Operations Coordinator to ensure smooth transition from intake to active service delivery.Birth Backup: In instances where a primary doula is unavailable or requires additional support the DPM organizes backup doula support from either our internal backups (staff) or our external backup list. The DPM also maintains readiness to serve as a secondary or backup doula if needed as one of the internal backups.VI. Compliance, Documentation & Grant AccountabilityEnsure the Doula Program meets all standards and requirements related to:HRSA Healthy Start grantFederal and State regulationsMedicaid and insurance compliance when relevantProfessional and funder guidelinesMonitor documentation practices to ensure accuracy, completeness, and timeliness.Support data collection and reporting for performance measures.Participate in organizational research and evaluation initiatives as needed.VII. Community Engagement & RepresentationProvide community education on maternal and infant health disparities and birth equity.Maintain collaborative relationships with healthcare providers, community agencies, and maternal health partners.Support outreach and recruitment efforts.Represent Black Mamas ATX at conferences, public forums, and partnership meetings.Facilitate or co-facilitate Monthly Mamas Support Groups and educational workshops.Required QualificationsBachelors degree or equivalent lived and professional experience in public health, maternal health, management, finance, or related field.Certification or professional experience as a doula.Minimum 46 years of relevant experience, including supervisory responsibility.Experience managing grant-funded programs or community-based health initiatives.Demonstrated experience overseeing budgets or financial assistance programs.Strong leadership, documentation, and organizational skills.Deep commitment to reproductive justice and culturally congruent care.Excellent written and verbal communication skills.Excellent customer service skills.Preferred QualificationsClinical experience in perinatal or maternal health.Experience with HRSA Healthy Start or similar federally funded initiatives.Lived experience reflective of the community served.Fluency in French and/or Spanish a plus.Job RelationshipsReports directly to the Executive Director.Supervises Sister Doulas, Dou-bros, Wraparound Support Specialists and Operations Coordinator.Partners with finance and leadership staff for fiscal accountability.Additional InformationExempt position.Requires flexibility to work evenings and weekends as needed.Benefits & CompensationBlack Mamas ATX values the health and well-being of our staff.
