Job Summary
Guru Consulting LLC is seeking an experienced Employee Benefits Consultant to support a public sector client in Virginia. The consultant will provide strategic guidance on employee health and welfare benefit programs, regulatory compliance, benefits procurement, vendor management, and long-term benefits planning for county government agencies, public schools, regional jail authority, and public library employees.
Key Responsibilities

Analyze and evaluate employee health, dental, vision, pharmacy, wellness, and retiree benefit programs.

Develop strategic recommendations to improve benefits while maintaining fiscal responsibility.

Provide expert guidance on ACA, HIPAA, COBRA, FMLA, and other federal and Virginia benefits regulations.

Assist with benefits RFP development, vendor evaluations, and contract negotiations.

Conduct market benchmarking and cost analysis of employee benefit plans.

Support renewal negotiations and monitor carrier performance.
-
Present findings and recommendations to executive leadership and HR stakeholders.

Prepare detailed reports, financial projections, and executive presentations.

Advise on wellness initiatives and long-term employee benefits strategies.
Required Qualifications
-
Bachelor's degree in Human Resources, Business Administration, Finance, or related field.

5+ years of employee benefits consulting experience.
-
Experience supporting Virginia local governments, school divisions, or public agencies .
-
Strong knowledge of ACA, ERISA, HIPAA, COBRA, and public sector benefits compliance.
-
Experience with medical, dental, vision, pharmacy, wellness, and retiree benefit programs.
-
Excellent analytical, presentation, and stakeholder management skills.
Preferred Qualifications
-
CEBS, SHRM-CP/SHRM-SCP, PHR/SPHR, or related certification.

Experience with public procurement and government RFPs.
-
Familiarity with benefits financial modeling and actuarial analysis.
