### Job Summary

We are seeking an experienced **Senior Business Analyst** to support the modernization of large-scale **Medicaid and Integrated Eligibility Systems**. The role will focus on **requirements gathering, business process analysis, stakeholder management, data analysis, Agile delivery, project governance, and application modernization**.

The Business Analyst will work closely with executives, business stakeholders, system owners, developers, architects, project teams, IT professionals, and subject matter experts to translate business objectives into actionable system requirements and support successful delivery of enterprise modernization initiatives.

### Required Skills & Experience

* 8+ years of experience working with **large, complex enterprise IT systems**
* 8+ years of experience with **requirements elicitation, user stories, acceptance criteria, design documentation, requirements traceability, and testing outcomes**
* 8+ years of experience with **SDLC processes and system development methodologies**
* 8+ years of experience managing **stakeholder expectations, priorities, and cross-functional communication**
* 8+ years of experience working within formal **project governance frameworks**, including methodologies, templates, reporting, and documentation standards
* Strong experience managing multiple projects, tasks, priorities, and deadlines in complex environments
* 8+ years of exposure to **Microsoft development platforms and technologies**
* 6+ years of experience working in an **Agile/Scrum environment**
* 5+ years of experience with ALM / requirements management tools such as **Azure DevOps, TFS, VSTS, Jira, or IBM RTC**
* 5+ years of experience with **Microsoft SQL Server Management Studio or other relational database platforms**
* 3+ years of experience with **data modeling, information management practices, architecture analysis, or data standards**
* Strong experience in **process mapping, requirements workshops, group facilitation, data gathering, and business analysis**
* Experience supporting the complete project lifecycle, including **requirements, design, development, testing, deployment, training, and post-implementation effectiveness**
* Strong ability to translate **business strategy and user needs into functional and system requirements**
* Ability to break complex business processes into manageable requirements while maintaining an end-to-end process view
* Strong stakeholder-facing communication skills with experience working with **executives, managers, IT teams, and SMEs**
* Proficiency with **Microsoft Excel, Word, PowerPoint, and Visio**

### Preferred Qualifications

* Experience supporting or consulting for **government agencies or public-sector organizations**
* Experience with **Medicaid, healthcare, eligibility systems, or human services platforms**
* Strong experience using **Azure DevOps, TFS, Jira, or RTC** for requirements and backlog management
* Experience developing **business cases**, including cost-benefit analysis and risk/impact analysis
* Experience supporting **application modernization, enterprise integration, cloud transformation, and continuous improvement**
* Understanding of value realization, cost avoidance, modernization opportunities, and business process optimization
* Exposure to **Google Cloud, FedRAMP Moderate environments, CMS requirements, or regulated government cloud platforms** is highly desirable

### Key Responsibilities

* Create, maintain, prioritize, and present **user stories, acceptance criteria, demo expectations, business requirements, and design documentation**
* Elicit, document, trace, validate, and manage changes to **business and system requirements**
* Facilitate **requirements gathering sessions, stakeholder workshops, process mapping, and data analysis**
* Partner with business leaders, system owners, end users, developers, architects, and project teams
* Analyze business processes, operational challenges, data issues, and system dependencies to recommend appropriate solutions
* Query and analyze data to support business decisions, process changes, and solution recommendations
* Translate business objectives and user needs into clear **functional and system requirement specifications**
* Support modernization of **Medicaid and Integrated Eligibility Systems**
* Contribute to enterprise initiatives involving **cloud foundations, integration platforms, application modernization, mainframe assessment, and product backlog development**
* Support establishment and maintenance of **program governance, Agile delivery processes, and enterprise standards**
* Work with business customers to develop business cases for new applications and functionality
* Perform **cost-benefit, risk, and impact analysis** for proposed solutions
* Support backlog refinement, sprint planning, demonstrations, testing, and other **Agile/Scrum ceremonies**
* Collaborate across IT and business units to identify opportunities for **enterprise value and continuous improvement**
* Communicate effectively with executive-level stakeholders regarding business needs, risks, priorities, and solution options
* Help drive projects and modernization initiatives through successful delivery

### Project Overview

The organization is modernizing its **Medicaid and Integrated Eligibility Systems** to improve operational resilience, enable faster policy and program changes, reduce legacy point-to-point integrations, and strengthen enterprise data management.

The initiative includes establishing a **governed enterprise integration and data foundation**, implementing a **FedRAMP Moderate cloud environment**, creating a modern data integration platform, developing an application modernization strategy, assessing legacy/mainframe systems, building a prioritized product backlog, and supporting a future **Google Cloud-based application platform aligned with CMS requirements**.
