Technical Support Specialist

Overview Job Category: Management Information Systems Requisition Number: TECHN001251 Location: Cass County Courthouse, 303 Minnesota Ave W, Walker, MN 56484, USA Locations Showing 1 location Purpose of Position This position designs, implements, administers, and maintains the County’s network hardware and software, and supports distributed computing environments. It manages desktop, department, and organizational devices and systems, including specialized areas such as network analysis and management, server management, iSeries management, workflow and electronic document management systems, security compliance (CJIS, FTI, HIPAA), public safety applications, GIS data development and applications, website management and design, mobile device management, and phone/building automation systems management. Work Performed / Job Functions Establish standards, policies, and procedures for networks, systems, and devices for local and wide-area environments in accordance with industry standards and county policy. Manage MS Active Directory and corporate email environment. Research and resolve performance, capacity, and other server-related issues. Administrate, manage, maintain, and ensure proper operation and access to organizational devices, systems, and software (including virtualization, SAN, routers, firewalls, security devices, switches, monitoring devices, file and print services, remote access, web services) per industry standards and county policy. Establish, implement, and monitor security policies for various systems and networks in compliance with local, state, and federal requirements. Create and maintain active users, environments, and permissions; deactivate users no longer affiliated with the county. Provide direct user support, troubleshooting, and analysis of complex problems involving systems, networks, and devices. Establish and implement backup and recovery policies for networks, hardware, and software. Plan, manage, and operate antivirus software; plan and install operating system patches and upgrades. Coordinate and implement software upgrades and enhancements. Coordinate, perform, and evaluate testing for new or modified applications, software systems, and networks. Coordinate and oversee internal and vendor-related IT implementations across the County. Act as a technical liaison between vendors and county users. Monitor and assess equipment, system performance, storage needs, and security to anticipate problems and implement preventive measures. Evaluate security systems and recommend improvements. Observe and report equipment performance deficiencies, coordinate repairs/replacements, and suggest alternatives. Consult with administrators, department heads, and users to determine limitations and capabilities of existing systems and requirements for projects. Advise on hardware and software upgrades and ensure compatibility with existing and future information systems. Train users and provide technical resource support as needed. Maintain knowledge of operating systems, applications, and programming languages to provide high levels of support; stay current with networking and computing developments. Research and evaluate new technology; assess long-range hardware, software, and network specifications. Participate in team meetings, providing input and suggestions. Qualifications Knowledge, Skills, and Abilities Excellent working knowledge of Microsoft AD, DNS, DHCP, and Group Policy. Experience installing, configuring, and maintaining Windows, Hypervisor environments, Linux, iOS, iSeries operating systems, and software applications (SQL, ESRI, Document Manager/Workflow, MS Office, etc.). Backup/archiving systems, network, and security applications experience. Network analysis or iSeries experience; equivalent combination of education and experience in a mid-range computing environment. Advanced knowledge of multiple software platforms and relational database design with GIS software and online applications. Knowledge of mapping principles, demographics analysis, spatial analysis, remote sensing, and cartography. Ability to train team members and end users; strong research skills for IT issues and products. Excellent written, oral, and interpersonal abilities; ability to present ideas in business-friendly and user-friendly language. Ability to prioritize and execute tasks effectively. Minimum Training, Experience, or Certifications Bachelor’s degree in a computer and information science-related field (or related major/minor) with a minimum of 2 years’ experience in a related field; or a combination of post-secondary education and experience totaling 6 years. Experience installing, configuring, and maintaining IT systems. Valid Driver’s License. Physical Effort Duties performed in an office environment; occasional extended sitting. Dexterity for keyboard/mouse operation and hardware maintenance. Occasional travel to meetings and training. Light to moderate physical effort; may lift up to 50 pounds with accommodations. Occasional exposure to weather, electrical hazards, confined spaces, and high places; some work in shop environments.
