Public-Sector Digital Transformation Director

CONFIDENTIAL — We are conducting a confidential search for a Public-Sector Digital Transformation Director to lead national-scale digital modernisation programmes within the Italian public sector. This is a high-impact, director-level opportunity based in Rome on a hybrid model for a senior transformation leader who will drive end-to-end digitisation of government services, citizen-facing platforms, and inter-agency data ecosystems.

In this role, you will define and execute multi-year digital transformation roadmaps for public-sector organisations, aligning with Italy's Piano Nazionale di Ripresa e Resilienza (PNRR) and the EU Digital Decade objectives. You will lead the design and delivery of e-government platforms, digital identity frameworks, and interoperability architectures across ministries and agencies. You will oversee cloud migration strategies for public-sector workloads, champion open data and data governance initiatives, and ensure compliance with GDPR, CAD (Codice dell'Amministrazione Digitale), and AgID guidelines.

You will build and lead high-performing cross-functional teams, manage complex stakeholder landscapes spanning government bodies, technology vendors, and EU institutions, and drive change management programmes that embed digital-first culture across traditionally analogue organisations. Full P&L accountability and programme governance are integral to this mandate.

Nice to have

• Direct experience with PNRR-funded digital transformation programmes
• Familiarity with SPID, CIE, PagoPA, and Italian digital public service platforms
• Italian language proficiency (business level or above)

• Prior consulting background at a Big 4 or top-tier strategy firm
