The mission of the Tunnel to Towers Foundation is to honor the sacrifice of firefighter Stephen Siller who laid down his life to save others on September 11, 2001. We also honor our military and first responders who continue to make the supreme sacrifice of life and limb for our country. The Tunnel to Towers Foundation is committed to eradicating homelessness amongst our veterans.

The Foundation seeks an experienced and dedicated Facilities Manager to oversee the maintenance, operations, compliance, and capital improvement activities of Veterans Village properties within the Homeless Veteran Program. This position is responsible for ensuring facilities remain safe, functional, compliant, and cost-effective while supporting an exceptional living environment for veterans. The Facilities Manager will lead maintenance operations, manage vendors and contractors, oversee budgets and projects, ensure regulatory compliance, and support the Foundation's mission through efficient property stewardship.

The ideal candidate will be highly organized, capable of managing multiple priorities in a fast-paced environment, possess strong leadership and project management skills, and demonstrate a commitment to excellence in facilities and property operations.

Duties and responsibilities

• Oversee the day-to-day operations of facility maintenance and building systems across Veterans Village properties.
• Ensure HVAC, electrical, plumbing, fire protection, security, access control, and other building systems are operating effectively.
• Develop, implement, and manage preventive maintenance programs for buildings, equipment, grounds, and infrastructure.
• Coordinate corrective repairs, emergency maintenance, and after-hours response activities.
• Conduct routine inspections to identify maintenance, repair, safety, and operational needs.
• Maintain resident units, common areas, offices, and support spaces in a safe and functional condition.
• Ensure compliance with all applicable federal, state, local, OSHA, environmental, housing, and organizational requirements.
• Conduct facility inspections, risk assessments, and safety audits.
• Maintain emergency preparedness plans, fire safety systems, permits, and required certifications.
• Identify and mitigate safety hazards and operational risks.
• Support facility inspections, accreditation reviews, and operational readiness initiatives.
• Monitor properties for building code, fire safety, environmental, zoning, and municipal compliance requirements.
• Respond to notices of violation issued by local, state, or federal agencies.
• Coordinate inspections and corrective actions to resolve violations within required timelines.
• Work with contractors, consultants, architects, engineers, attorneys, and government agencies to address compliance matters.
• Maintain records of violations, permits, inspections, corrective actions, and compliance status.
• Prepare and submit documentation required by regulatory and jurisdictional authorities.
• Attend hearings, administrative proceedings, municipal meetings, and regulatory reviews related to permits, compliance matters, and zoning issues.
• Serve as the Foundation's representative before regulatory agencies and jurisdictional authorities.
• Track compliance deadlines and provide status updates regarding outstanding violations, legal matters, and compliance risks.
• Solicit bids, evaluate proposals, negotiate contracts, and manage service agreements.
• Supervise maintenance staff, custodial personnel, vendors, and contractors.
• Monitor contractor performance, quality of work, safety compliance, and project execution.
• Ensure work is completed on schedule, within budget, and in accordance with established standards.
• Develop and maintain positive vendor and contractor relationships.
• Develop, manage, and monitor facility operating budgets, maintenance expenditures, and capital improvement projects.
• Utilize Yardi and other management systems to track property-level income, expenses, invoices, budgets, work orders, and financial reporting.
• Track capital projects and evaluate repair-versus-replacement decisions.
• Maintain inventories of supplies, equipment, tools, warranties, and maintenance assets.
• Identify opportunities to improve operational efficiency and reduce costs.
• Ensure facilities, grounds, and building exteriors are clean, safe, and well-maintained.
• Oversee landscaping, parking areas, walkways, lighting, and site infrastructure.
• Coordinate janitorial, porter, and groundskeeping services.
• Support resident move-ins, facility readiness, and occupancy requirements.
• Manage work order systems and maintenance request processes.
• Prioritize, assign, and monitor maintenance tasks and service requests.
• Track work order completion, response times, performance metrics, and customer satisfaction.
• Maintain accurate maintenance records, schedules, documentation, and reporting.
• Plan, coordinate, and oversee renovations, capital improvement projects, and new construction efforts.
• Support due diligence, budgeting, contractor selection, and project planning related to property acquisitions and facility improvements.
• Coordinate with architects, engineers, consultants, and contractors.
• Monitor project schedules, budgets, quality standards, and regulatory requirements.
• Ensure successful project completion and closeout documentation.
• Supervise maintenance personnel, custodial staff, and contracted service providers.
• Schedule staff, oversee training, and promote a culture of safety and accountability.
• Establish performance expectations, operating procedures, and maintenance standards.
• Collaborate with department leadership and program staff to address operational and facility-related needs.
• Respond to facility emergencies and coordinate corrective actions.
• Assist with disaster preparedness, emergency response planning, and business continuity efforts.
• Ensure emergency maintenance coverage and response capabilities.

Requirements:

• Minimum of Bachelor's degree in Facilities Management, Business Administration, Engineering, Construction Management, or a related field preferred, with 4-5 years of progressively responsible facilities, property, or maintenance management experience.
• Experience managing multifamily housing, veteran housing communities, nonprofit properties, or commercial facilities preferred.
• Strong knowledge of building systems, preventive maintenance programs, capital planning, and regulatory compliance.
• Knowledge and experience sourcing, managing, and overseeing construction, renovation, and capital improvement projects strongly preferred.
• Experience managing municipal violations, permits, inspections, and regulatory compliance matters preferred.
• Proficiency with Yardi, Microsoft Office Suite, Google Workspace, and property management software.
• Excellent written, verbal, organizational, and interpersonal communication skills.
• Demonstrated ability to manage multiple priorities, achieve performance goals, and meet deadlines.
• Strong leadership skills with experience supervising employees, vendors, and contractors.
• Ability to work independently and collaboratively in a fast-paced environment.
• Ability to perform the physical demands of the position, including standing, walking, bending, climbing stairs, lifting and carrying up to 50 pounds, safely operating maintenance tools and equipment, and working indoors and outdoors in varying weather conditions.
• Work environment includes exposure to maintenance equipment, mechanical systems, construction activities, and varying outdoor weather conditions, with required use of appropriate personal protective equipment (PPE) when visiting active job sites.
• Occasional evenings, weekends, holiday, and emergency response work may be required.
• Proficient in Microsoft Office/ Google Suite (or equivalent), experience with Yardi or work order management systems preferred.
• Ability to interact professionally with veterans, staff, contractors, visitors, and external agencies.
• Valid Driver’s License required
