(HSI) is a nonprofit established in 1974 that offers addiction treatment with the goal of reducing substance use and mental health related challenges for people from all walks of life, including those from some of the most disenfranchised and marginalized communities. Primary Accountabilities & Responsibilities Hire, train, and develop a high‑performing Direct Service team. Ensure high level of client care and services. Maintain safety and security for staff and clients. Enforce program policies and procedures and conduct quality assurance and compliance. Coordinate and maintain direct service staff schedules, ensuring facility coverage and minimizing overtime. Review timecards daily, correct missed punches and approve time‑off requests. Provide new‑hire orientation and ongoing training for direct service staff. Offer performance feedback and professional development support. Maintain compliance with Horizon Services employee handbook. Oversee phone answer process and provide reception coverage for client information and referrals. Provide schedule coverage for direct service staff as needed. Offer on‑call consultation and support during non‑regular hours. Manage medication storage, dispensing, training, documentation, and inventory. Ensure quality care consistent with regulatory standards and program policies. Provide crisis support and de‑escalation of conflict. Ensure orientation for all new clients within required timeframe. Develop knowledge of community resources related to health, mental health, finances, case management, and housing. Assess, prioritize, and plan case management referrals and facilitate connections to off‑site resources. Inspect grounds and facility periodically for security and safety. Monitor clients to ensure appropriate supervision. Facilitate conflict resolution meetings with staff and clients. Maintain punctuality and attendance. Enforce and update program policies and procedures. Participate in regular staff meetings, clinical supervision, and trainings. Resolve client complaints promptly. Ensure adequate documentation of services and perform random audits of files. Maintain working knowledge of recovery and evidence‑based practices and contract requirements. Perform additional supervisory duties as assigned by ADIOP or CPO. Ability to manage emotions and remain calm and clear under pressure. Ability to work individually and as part of a diverse team. Experience with evidence‑based practices and de‑escalation techniques. Effective cross‑functional communication and judgment. Awareness of healthy boundaries with clients. Maintain alertness during shifts. Good computer skills: Word, data entry, report writing. Physical ability to assist clients undergoing withdrawal symptoms and escort to medical centers. Qualifications BA/BS, LVN or a combination of related education and experience, preferred. Required to obtain registration/certification as RADT, RADT II, CADC I, CADC II through CCAPP within the first 30 days of employment. 3+ years of experience in a residential treatment, community mental health, or drug/alcohol treatment facility. 2+ years of supervising, managing, and evaluating staff in a similar setting, including budget management. Required CPR/First Aid certification. Valid California driver’s license with a good driving record and car insurance. Job‑Related Physical Abilities and Behaviors Extensive knowledge of community resources related to mental health, substance abuse, health, dental, finances, case management, and housing. Physically assist clients in their efforts to exit the facility or emergencies. Assist clients undergoing seizure or other withdrawal symptoms, including ambulatory escort to a medical facility if necessary. Drive a passenger van and hold a valid California driver’s license. Use a standard telephone and handle call transfer and message relay. Employ verbal de‑escalation techniques and train supervisees in these techniques. Consult and collaborate with clinical staff for case management referrals. Communicate effectively with outside organizations. Function as a team member and cooperate with staff and agencies. Listen, act decisively, follow directions, control emotions, handle stress, develop conclusions, set priorities, train and supervise others, work with diverse populations, document accurately, maintain a positive attitude, and show flexibility to schedule changes.
