HOPE SCHOLARSHIP EDUCATION SERVICE PROVIDER COORDINATOR Job Title: Hope Scholarship Education Service Provider Coordinator Agency: WV STATE TREASURER’S OFFICE-KANAWHA CO. Salary: $45,000-$55,000; salary commensurate with training and experience. Location: Charleston, WV Job Type: Full-Time Permanent; Not in the Classified Service; FLSA: Non-Exempt Division: WVSTO Hope Scholarship Reports To: Executive Director, Hope Operations Nature of Work Under general supervision, this position coordinates the recruitment and training of Education Service Providers (ESPs) for the West Virginia Hope Scholarship Program. ESPs include organizations or individuals providing allowable education services to Hope Scholarship students, such as nonpublic schools, microschools, tutors, therapists, etc. The position serves as the primary point of contact for ESPs needing assistance or with questions about the program. The position is responsible for monitoring ESPs for compliance with program rules and for providing regular communication about the program to such providers. The position also reviews and approves service offerings submitted by ESPs for purchase by program participants. Job Duties Acts as the main point of contact and liaison for ESPs participating in the West Virginia Hope Scholarship Program. Manages and updates Hope Scholarship ESP lists and ensures the Hope Scholarship website contains the most current information. Reviews new provider request form submissions and establishes accounts in the online portal for ESPs meeting the minimum program requirements. Reviews product/service offering submissions from ESPs to determine if they are appropriate for approval as qualifying expenses under program rules. Provides technical assistance for ESPs with questions or experiencing issues through monthly open office hour webinars and as needed based on calls and emails from ESPs. Provides technical assistance to nonpublic schools with questions or issues related to tuition and fees or student withdrawals. Recruits ESPs to participate in the program to provide as many educational opportunities for students as possible. Represents the program at local conferences, meetings, and open houses. Single day travel is required as well as occasional overnight stays. Ensures approved ESPs are aware of program rules and monitors for compliance as needed. Assists with the maintenance of the ESP Handbook and School and Provider Portal Guides in conjunction with the contracted program manager. Prepares content for the Hope Scholarship newsletter as needed. Responds to emails and other written inquiries regarding ESP related issues. Answers the Hope Scholarship phone line and responds to voicemails from ESPs and program participants. Serves as the back-up for the Hope Scholarship Family Outreach Coordinators and Individualized Instructional Plan Specialist. Prepares activity reports and submits to Assistant Treasurer and Executive Director. Education and Experience Bachelor’s degree from a regionally accredited college or university required; two to four years of related experience and/or training; or an equivalent combination of education and experience. Required Knowledge, Skills, and Abilities Ability to communicate effectively, both orally and in writing. Ability to organize and present information in a clear, concise, and appealing format. Ability to speak effectively before civic groups, business groups, and related associates. Knowledge of the Microsoft Office Suite and in-house designed systems. Ability to effectively present information and respond to questions from groups of managers, clients, customers, and the public. Ability to work cooperatively and courteously with others. Temperament to communicate with a variety of personalities in a tactful, pleasant, and professional manner. Thoroughness and careful attention to detail. The Hope Scholarship Education Service Provider Coordinator may occasionally be required to attend and participate in meetings and public functions out of the office including evenings and weekend events, both indoors and outdoors. Noise levels are usually moderate.
