Recruitment Number 26-0216 Department of Human Services, Hawaii Public Housing Authority Division Salary: $6,043 to $7,351 per month (SR-24, Step D to I) Salary and hiring rates are based on funding availability, applicant qualifications, and other factors. Job Overview Plans, organizes, directs, and coordinates the operations of a public housing project or projects. Responsibilities include investigating tenant complaints, fostering relationships with community groups and agencies, developing tenant recreation and social activities, inspecting property to determine repair needs, and performing other related duties as assigned. Qualifications Legal Authorization to Work : State of Hawaii requires all persons seeking employment with the State government to be citizens, nationals, or permanent resident aliens of the United States, or eligible under federal law for unrestricted employment. Basic Education : Bachelor’s degree from a regionally accredited four‑year college or university. Specialized Experience (≥ 2½ years) in one or a combination of the following: A. Housing Project Operations : Development and implementation of local policies, procedures, and work plans. Supervision and training of subordinate personnel. Budgetary control and fiscal management of project operations, maintenance, and repair of facilities. Evaluation of operating and maintenance costs to maximize efficiency and economy. Rental and occupancy activities such as tenant selection, dwelling unit assignment, market rent analysis, setting and collecting rents and charges. Community and tenant relations, including development of cooperative dealings, adjustment of complaints, and assistance with health, safety, recreation and social welfare needs. B. Real Property Management : Establishment of rent schedules. Property rental, lease negotiation, and preparation. Property maintenance and repair with responsibility for efficient upkeep and protection of owner’s investment through inspections and necessary alterations. Fund management with fiscal accountability procedures and records of income and expenses. Supervisory or Staff Experience (≥ 1 year) in one or a combination of: A. Planning and Directing Staff : planning, organizing, scheduling, and directing others; assigning and reviewing their work; advising them on work problems; training and developing subordinates; evaluating performance. B. Staff Specialist in Public Housing or Real Property Management : conducting studies and making recommendations for standards, policies, procedures, and techniques; giving technical advice and direction; gathering data on conformance; conducting special studies; recommending staff improvements; developing training materials; securing cooperation of agencies to promote public housing goals; collecting and analyzing manpower data.
