Aircraft Rescue Firefighter/Aviation Fuel Coordinator

Definition : Supervisory and skilled manual work in connection with aircraft rescue and firefighting services and airport operation; performs related work as required. Supervises a total of two or more Operations Specialists.
Job Environment : Driver and operator of aircraft rescue firefighting apparatus. As a first responder and Aircraft Rescue Firefighter, work may involve exposure to hazards that include but are not limited to: fire hazards, climbing ladders, lifting heavy hoses and hazards associated with aircraft rescue and firefighting. Exposure to body fluids, some of which may be infectious and/or communicable, human injury and death. Exposure to inclement weather, aviation fuels, automotive fuels, propellers, toxic fumes, dirt, hazardous waste, and moving aircraft. Work is conducted within a garage and office setting, on the runways, taxiways, and throughout the airport. Must work outdoors as needed, regardless of the weather. Occasionally works before and/or beyond normal working hours during snow and ice operations and other emergencies. Communicates daily with the Air Traffic Control Tower (ATCT) while driving in the Airport Operations Area (AOA).
Essential Functions : Ensures the safe operation of aircraft, passengers and vehicles within the airport in accordance with airport rules and regulations.
Initiates and directs aircraft rescue and firefighting efforts. Responds to alarms and emergency conditions to combat and extinguish fires; performs firefighting activities utilizing fire hoses, heavy equipment and extinguishers. Performs emergency aid activities to perform ARFF duties including the operation of ARFF vehicles, administering first aid and other duties as required.
Participates in department drills and training courses in order to maintain required certifications and to learn firefighting theory and practice; emergency medical care techniques and operating practices, operation of supplementary breathing devices, and the handling of hazardous materials. Responds to emergency alerts to perform ARFF duties. Operate ARFF vehicles to accomplish aid and rescue of persons involved in aircraft and non-aircraft accidents including driving, operating water and foam delivery, lighting, and rescue equipment; including handlines, tools and power implements. Maintain personnel protection equipment and maintain competence in using supplementary breathing devices. Supervises and participates in the regularly scheduled airport safety inspections, as required under federal regulations and outlined in the approved Airport Certification Manual (ACM). Supervises and participates in providing aircraft with fuel and proper operation of aircraft refueling vehicles. Reports current airfield conditions to state and federal government aircraft and airport controlling agencies. Maintains control and continuously checks aircraft fuel storage areas, oil, and aircraft fueling vehicles. Is responsible for ensuring positive fuel inventory and the ordering of fuel inventory when necessary. Responsible for the ordering of all fuel inventory items. Performs FAR 139 quarterly quality assurance inspections of all Fueling Agents on the Airport. Responsible for the control access and for safety of aircraft fuel storage areas. Maintains operable status of Aircraft Rescue and Fire Fighting (ARFF) equipment and vehicles and firefighting crews. Assists the Maintenance Supervisor with the supervision and coordination of snow removal and ice control. Responsible for completing the weekly payroll for the operations department. May be required to discharge firearms to disperse wildlife on or near the movement areas and safety areas. Responsible for the hazardous materials and waste inventories and storage area log. Minimum Qualifications : High school diploma with additional courses in aviation or military aviation and three years' experience in airport operations, Aircraft Rescue & Firefighting (ARFF) and aviation radio procedures; or any equivalent combination of education and experience. CDL Class B license. (must obtain within 120 days) Massachusetts Firearms Identification Card (must obtain within 120 days) Capable of passing Transportation Security Administration (TSA) security check as a prerequisite to working in highly sensitive areas. Additional Qualifications: Knowledge of Aircraft Rescue & Firefighting operations, airport crash/rescue fire techniques. Knowledge of fire department SOPs related to fire emergency medical response operations, techniques and practices. Knowledge of aircraft rescue and firefighting operations, techniques, and practices. Knowledge of fire suppression, emergency rescue, emergency care, and hazardous materials techniques. Knowledge of department apparatus, specialized rescue tools and equipment and maintenance of the same. Knowledge of methods and techniques relating to aircraft maintenance and servicing, aviation radio procedures and airport operations. Working knowledge of Federal Aviation Regulation (FAR) Part 139 and Code of Federal Regulation (CFR) Part 1542 and 1544. Knowledge of Federal Aviation Administration (FAA), National Fire Protection Association (NFPA), Air Transport Association of America (ATA) procedures and requirements relating to the handling and dispensing of aviation fuel on the Airport. Knowledge of Local and State Fire Marshall requirements. Ability to complete all work assignments without immediate supervision. Ability to supervise and coordinate airfield operations which requires considerable team effort. Ability to keep accurate records. Ability and desire to teach adults. Proficiency in the use of computers including word processing, spreadsheets and databases. Excellent physical skills to be able to protect oneself and others. Physical Requirements : Moderate to strenuous physical effort is required. Frequently lifts objects weighing 50 to 60 pounds, may lift heavier objects with assistance. Duties involve standing, bending, lifting and climbing.
