Registered Nurse(Outpatient)

Summary This position is eligible for the Education Debt Reduction Program (EDRP) – a student loan payment reimbursement program. Candidates must meet specific individual eligibility requirements in accordance with VHA policy and submit the EDRP application within four months of appointment. Award amount (up to $200,000) and eligibility period (one to five years) are determined by the VHA Education Loan Repayment Services program office after review of the application. This announcement remains open until July 31, 2026. Qualifications Basic Requirements: English language proficiency. In accordance with 38 U.S.C. 7403(f), no person shall serve in direct patient care positions unless proficient in written and spoken English. Graduate of a nursing school approved by the appropriate accrediting agency and accredited by either the Accreditation Commission for Education in Nursing (ACEN) or the Commission on Collegiate Nursing Education (CCNE), or attending a master’s level bridge program with coursework equivalent to a bachelor’s level degree in nursing. Upon achievement of a state license, the individual may be appointed on a temporary basis and later converted to a permanent appointment after successful completion of the bridge program. Foreign nursing school graduates must possess a current, full, active, and unrestricted registration. Credit for foreign nursing education higher than an associate degree or entry level requires a formal degree equivalency validation from a recognized evaluation accepted by VA such as International Consultants of Delaware (ICD). Graduate Nurse Technician (GNT) Exception: Candidates who meet the basic education requirements but lack licensure may be appointed at the entry step of the grade and level applicable to the completed nursing education as a GNT on a 120‑day temporary appointment while actively pursuing licensure. This appointment may be extended up to two years on a case‑by‑case basis. Grandfathering provision applies to current VHA employees in the 0610 series as of 1/29/2024. Grade determinations: Education and dimension criteria must be met per the online assessment at Grade/Level Scope Education Nurse I – Level I delivers fundamental knowledge‑based care to assigned clients while developing technical competencies. Requires an Associate Degree (ADN) or Diploma in Nursing with no additional professional nursing experience. Grade/Level Scope Education Nurse I – Level II demonstrates integration of biopsychosocial concepts, cognitive skills, and technically competent practice in providing care to clients with basic or complex needs. Requires either an ADN or Diploma in Nursing and one year of specialized nursing experience equivalent to Nurse I – Level 1, or a Bachelor of Science in Nursing (BSN) with no additional professional nursing experience. Grade/Level Scope Education Nurse I – Level III demonstrates proficiency in practice based on conscious and deliberate planning, self‑directed goal setting for managing complex client situations. Requires either an ADN or Diploma in Nursing and two years of professional nursing experience (one year equivalent to Nurse I – Level 2), or a BSN and one year of professional nursing experience equivalent to Nurse I – Level 2, or a Master’s degree in nursing (MSN) with no additional professional nursing experience, or a Master’s degree in a related field with a BSN and no additional professional nursing experience. Grade/Level Scope Nurse II demonstrates leadership in delivering and improving holistic care through collaborative strategies with others. Requires a BSN with two years of professional nursing experience equivalent to Nurse I – Level 3, or an MSN with one year of specialized nursing experience equivalent to Nurse I – Level 3, or a Master’s degree in a related field with a BSN and one year of specialized nursing experience equivalent to Nurse I – Level 3, or a Doctoral degree in nursing with no professional nursing experience, or a Doctoral degree in a related field with a BSN and no professional nursing experience. Grade/Level Scope Nurse III executes position responsibilities that demonstrate leadership, experience, and creative approaches to managing complex client care beyond the immediate practice setting. Requires an MSN and two years of specialized nursing experience (one of which is equivalent to Nurse II and meets all dimension requirements for Nurse III), or a Master’s degree in a related field with a BSN and two years of specialized nursing experience (one of which is equivalent to Nurse II and meets all dimension requirements for Nurse III), or a Doctoral degree in nursing with one year of specialized nursing experience equivalent to Nurse II and meets all dimension requirements for Nurse III, or a Doctoral degree in a related field with a BSN and one year of specialized nursing experience equivalent to Nurse II and meets all dimension requirements for Nurse III. Foreign education programs are not creditable as related degrees. A pre‑placement physical examination shall be completed prior to appointment. Duties Open continuous announcement; position remains open until July 31 2026. Position may fill vacancies in Medicine Specialty Clinic, Surgery Specialty Clinic, Perioperative (PACU), Gastrointestinal Clinic (excluding Interventional Radiology, which is not eligible for EDRP), primary care (U5 PACT not eligible for EDRP), and registered nurse positions at the WRJ Healthcare System. Full‑time, 40‑hour week. Registered Nurse responsible for all elements of the nursing process in direct patient care. Coordinates care focused on patient education, self‑management, and customer satisfaction throughout the continuum of care. Administers medications and procedures per established policies and guidelines. Influences care outcomes by collaborating with members of the interdisciplinary team. Participates in unit or program‑level quality improvement processes and customer service initiatives. Outpatient staff RN provides competent, evidence‑based outpatient care to assigned patients and oversees licensed vocational nurses and nursing assistants as appropriate. Assists in directing nursing education, orientation, competencies, and providing quality improvement and outcomes utilization consultation. Demonstrates leadership in delivering and improving holistic outpatient care through collaborative strategies with others. Evaluates practice in an ongoing process based on best evidence and provides informal constructive feedback to peers. Fosters a safe and supportive environment conducive to professional development. Contributes professional nursing perspective in discussions with the interdisciplinary team. Partners with others to effect change and produce optimal outcomes. Supports colleagues through knowledge sharing to provide safe, quality outpatient nursing care. Shares educational findings, experiences, and ideas with peers. Questions outpatient clinical practices for the purpose of providing evidence‑based care. Participates in activities and strategies to sustain an evidence‑based‑practice culture. Work schedule varies; tour of duty determined by hiring official. Compressed or flexible schedule determined by hiring official; telework unavailable; position is not virtual.
