Project OverviewBechtel is the Engineering, Procurement, and Construction (EPC) partner on the Northrop Grumman team to deliver the Sentinel Program, which is modernizing the ground-based leg of the U.S. nuclear deterrent triad, including intercontinental ballistic missile (ICBM) systems and launch infrastructure. Bechtel's scope of service in Sentinel's current Engineering & Manufacturing Development phase focuses on the ground infrastructure component of the program.A major contractor for the United States and allied governments, Bechtel has handled such efforts as chemical weapons demilitarization projects, missile-defense, infrastructure, base operations, procurement and project management, and restoration and recovery spanning half a century. We use our expertise to help our customers securely and effectively transform mission delivery.For more information on the Sentinel program: SummaryAs a Subcontracts Administrator, you will conduct planning, formation, administration, and close-out of large, moderately complex service and construction type subcontracts in accordance with established policies and procedures. This position will also perform tasks as assigned to include, but not limited to, planning, bidder prequalification, development of bidder lists, development of bid solicitation packages, bid analysis, negotiations, administration, change management and close-out of service, and construction type subcontracts. Tasks may include cradle-to-grave or managing the turnover transition of the awarded subcontracts for field administration.This position participates in planning, work hour calculations, and budgeting as it relates to project subcontracting activities; and develops and monitors project work-hour estimates and master contracts forms. This position may also provide guidance to project team personnel, during the planning, bid, evaluation, award, administration, and close-out phases when required by workload, complexity, or other factors. Additionally, the Subcontracts Administrator participates in the planning, staffing, training, and development of subcontracts personnel.This position requires the successful candidate to support the Sentinel Project in Ogden, UT. Relocation assistance will be provided for this role. Furthermore, the successful candidate must be able to complete and pass a pre-employment drug screen and background check, which includes verification of employment and education.Key relationships for this role include, but are not limited to:Reports directly to the Subcontracts Manager / Subcontract Supervisor.Receives technical and functional guidance from the Purchasing and Subcontracts Manager / Subcontract Supervisor.May provide guidance to subcontract formation and/or subcontract administration personnel.Maintains contact with management and participates in negotiations with bidders and subcontractors.Works closely with Subcontract Coordinator / Subcontract Technical Representative (SC/STR), safety, quality, security, project controls engineers, Project Managers, etc., who have been assigned subcontract management tasks in accordance with the Division of Responsibility (DOR) matrix.Major ResponsibilitiesSubcontract ManagementImplements the Supply Chain Assignment Schedule which records the Project's agreed assignment of various subcontract management tasks and the Standard Work Process Procedures applicable to Subcontract ManagementManages assigned subcontracts maintaining a continual review of progress and providing management with information regarding projected financial or technical difficultiesCoordinates with designated staff on operational activities affecting contractual rights and obligations, subcontract performance, and other major mattersManages moderately complex contract changes by negotiating with customer personnel and obtaining settlementSubcontract FormationConforms and ensures subcontract executionDirects negotiation in the commitment of subcontractsDevelops and issues subcontracts and services agreements as assignedPrepares bidders' lists and pre-qualifies biddersForms bid request packages and issues bid request packages to approved biddersReceives bids and evaluates bids commerciallyPrepares Commercial Bid Summary and recommendationsRecommends and secures approvals in accordance with established proceduresPrepares subcontract documents for executionPrepares and organizes assigned meetings, such as pre-bid, bid clarification and pre-award meetings, for the purpose of ensuring complete understanding and agreement between Bechtel, the customer and contractor on all contractual mattersAfter reviewing plan and agenda with supervisor, conducts meeting and prepares and issues meeting notes delineating important statements, required actions and schedulesRepresents Bechtel in contractual discussions of advanced complexity. Administers information programs to ensure mutual understanding of subcontract terms and conditions. Prepares periodic status reports for management and client personnel.Assists with various data-calls from project management, Defense Contract Audit Agency (DCAA), Inspector Generals (IG) office, and customer/client, etc.Education and Experience RequirementsRequires bachelor's degree (or international equivalent) and 5-8 years of relevant experience or 9-12 years of relevant work experienceRequired Knowledge and SkillsAdvanced knowledge of the fixed-price and flexibly-priced family of subcontracts with stated experience in construction type subcontracts according to procurement regulations, policies, and practices.Demonstrated administrative and organizational skills.Demonstrated oral and written communication skills.Experience in developing various subcontract types, fee arrangements, contract terms, and legal requirements.Working knowledge of construction and technical service type subcontracts with proven experience in change management requirements.Experience in developing and recommending potential solutions to contractual problems and concerns to management.Working knowledge of contract law, negotiations, accounting, or cost engineering gained through education or work experience.Solid working knowledge of Federal Acquisition Regulations and applicable Agency Supplements with emphasis on construction type subcontracts.Working understanding of Federal Contracts and the flow-down of applicable clauses and requirements.Working understanding of Cost Accounting Standards, and determination process for applicability to the work.Total Rewards/BenefitsFor decades, Bechtel has worked to inspire the next generation of employees and beyond!
