Duties

Help

• You will use civil engineering software for the completion of design drawings, specifications, and other civil engineering projects.
• You will apply civil engineering theories, concepts, and practices to the repair, restoration, and/or alteration of existing facilities.
• You will formulate and present special reports and formal briefings concerning the status of civil engineering and construction projects.
• You will investigate, evaluate, advise on, and resolve unusual problems and issues regarding projects for new construction, renovation, preservation, and restoration.
• You will provide technical guidance on facility designs, construction, operation, and modification.

• This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Functional Area and Tier assigned to the position, along with Continuous Learning (CL) points, are required within established timeframes.
• You will be required to complete training, obtain, and maintain a government credit card for travel and travel-related purchases.
• This position may require occasional travel from normal duty station. You must be able to travel on military and commercial aircraft.
• You will be required to obtain and maintain an interim and/or final secret security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
• You may be required to successfully complete a pre-appointment physical examination.
• **This may be a Drug Testing position. If so, successful completion of a pre-employment drug test (including marijuana) is required.
• A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or fail the test. You may be subject to random drug testing.
• You may be required to wear personal protective equipment such as helmets, gloves, coveralls, glasses, goggles, respirators and safety shoes continuously for the duration of the work shift.
• Work may be performed in areas where potentially harmful physical and chemical agents are present (e.g. fumes, dust, heat, ionizing and non-ionizing radiation and chemicals). You may be required to participate in medical surveillance programs.
• Registration as a Professional Engineer (PE) is required for GS-13 level.

Qualifications

This position has a Selective Placement Factor (SPF) which is CURRENT registration as a Professional Engineer (PE) in any state, the District of Columbia, Guam or Puerto Rico. If you meet this requirement, you MUST provide a copy of your current registration with your application. Note - a copy of a wall certificate, without an expiration date, will not serve to verify this requirement.

In addition to the SPF and Basic Education Requirements, your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector performing the following duties: 1) Applying civil engineering theories, concepts, regulations, and practices to deliver products and services; 2) Providing technical guidance in developing civil engineering and construction projects; 3) Developing and presenting technical data, studies, and reports on engineering projects.

Education

Applicants must meet the following basic education requirements of the Office of Personnel Management (OPM) Qualifications Standards Manual:

Successful completion of a professional engineering degree. To be acceptable, the program must: (1) lead to a bachelor's degree (or higher) in a school of engineering with at least one program accredited by the Accreditation Board for Engineering and Technology (ABET); or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work of the position.

Current registration as an Engineer Intern (EI), Engineer in Training (EIT), or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico. Evidence of having successfully passed the Fundamentals of Engineering (FE) examination or any other written test required for professional registration by an engineering licensure board in the various States, the District of Columbia, Guam, and Puerto Rico The FE examination is not administered by the U. Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and in engineering that included the courses specified in the basic requirements under paragraph A (above). The courses must be fully acceptable toward meeting the requirements of an engineering program as described in paragraph A (above)

OR

Successful completion of a curriculum leading to a bachelor's degree in an appropriate scientific field, e.g., engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a bachelor's degree in engineering, provided the applicant has had at least one year of professional engineering experience acquired under professional engineering supervision and guidance. Ordinarily, there should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering-type experience, e.g., in interdisciplinary positions.
