Job Description and Duties

The CalSTRS IT Infrastructure & Operations Division is seeking a motivated individual to work as an Information Technology Specialist II on the IT Disaster Recovery & Network Services Team .

The IT Infrastructure and Operations Division manages the core technology infrastructure needed to support the CalSTRS business. This infrastructure includes client technology; network, servers, and storage infrastructure; and technology disaster recovery. The IT Infrastructure and Operations Division also provides technology related operational support for CalSTRS and is comprised of the following teams: Client Technology Infrastructure, Audiovisual Services, Client Technology Services, Technology Disaster Recovery, Network Infrastructure, Service Desk and System & Security Administration.

The Disaster Recovery Unit works with Technology Services and business teams to ensure disaster recovery (DR) readiness by advance planning and coordinating frequent DR testing exercises.

Under the general direction of the IT Disaster Recovery & Network Services Manager, the Information Technology Specialist II (ITS ll) works on a wide variety of tasks requiring innovative problem-solving in designing, implementing, managing, and troubleshooting CalSTRS networks including our HQ campus, co-location facilities, Member Service Centers, Satellite Offices, and Cloud network connectivity. The ITS ll is responsible for acting as a lead and maintain expertise in supporting and administering complex cloud network services for CalSTRS. The incumbent possess an expert level of knowledge, skills, and abilities in all aspects of cloud networks that provide the following services throughout the department which include but not limited to, the Amazon Web Services (AWS) cloud hosting, Azure Cloud Services (ACS) cloud hosting, Google cloud, public cloud infrastructure, co-location architecture, cloud application programming interface (APIs), and protocols that enable a hybrid network model. The incumbent maintains working knowledge of deployment and management of cloud network services and integrate across local and wide-area networks through virtual private networks (VPN). The ITS II partners with business staff, infrastructure architect, management, and other technical experts to develop and maintain the long-term architectural, maintenance, and support strategies for CalSTRS networking systems. The incumbent makes networking architecture decisions for project teams and ensures those decisions are consistent with long-term strategies and architecture.

The ideal candidate will possess the following skills:

• Bachelor’s degree or higher in Computer Science, Computer Engineer or IT related field.
• At least 5 years of experience in the last 10 years working with Cisco routing including BGP, EIGRP, etc.
• At least 5 years of experience in the last 10 years working with Cisco switching including stacking, STP, VTP, DTP and etherchannels, etc.
• At least 5 years of experience in the last 10 years working with PAN firewalls, Panorama, Strata, Prisma Access, Prisma Cloud, etc.
• At least 5 years of experience in the last 10 years working with Cisco wireless systems.
• At least 5 years of experience in the last 10 years doing hands-on troubleshooting and resolving complex network issues using tools like Solarwinds, Wireshark, etc.
• At least 5 years of experience in the last 10 years working in public clouds including AWS, Azure and Google Cloud networking.
• At least 5 years of experience in the last 10 years developing network diagrams, network architecture documents, network management runbooks, etc.

Every 12 months, based on performance evaluation, employees may receive a 5% salary increase until they reach the maximum salary for the position.

In July 2025, the State of California implemented the Personal Leave Program 2025. This program reduces employees’ monthly base pay in exchange for paid leave credits. This position is subject to PLP 2025 and will have a monthly base pay reduction of 3% in exchange for 5 hours of leave credits for the duration of the program. Working Conditions

CalSTRS offers a hybrid approach including in-office and remote work solutions based on business needs.

All staff of CalSTRS are employees of the State of California and subject to California employment taxes and withholdings. Upon appointment, staff are required to provide a current California address to CalSTRS Human Resources to be used as a remote work location.

This position is not eligible for visa sponsorship. Applicants must be authorized to work in the US without the need for visa sponsorship by the start date of employment with CalSTRS.

Special Requirements

Statement of Qualifications

Interested individuals must submit a Statement of Qualifications (SOQ) in addition to the standard state application (form STD 678). Your SOQ will be considered the first interview for this position. 1. Describe your experience designing and implementing network architecture for campus network, wireless and SD-WAN. Please include the various network components included in your design and why you chose them.
2. Describe your experience designing and implementing network architectures in public clouds including transit gateways, direct connect, VPCs, site-to-site VPN, security groups and access control lists.
3. Describe your experience managing and supporting a large and highly complex multi-cloud environment including how you ensure availability, security, scalability, agility and operational stability.

CalSTRS Personal Trading Program

Investment Branch employees are required to participate in the CalSTRS Personal Trading Program which allows CalSTRS to monitor employees’ personal trading transactions in order to reduce risks associated with insider trading, front running, and misusing material non-public information. Upon accepting a position within the Investment Branch, you will be required to disclose your personal broker account information and be required to utilize a personal broker from a designated list as provided by CalSTRS.

Background Investigation

Prior to employment with CalSTRS, a background investigation (BI) will be conducted. The BI consists of a  Personal History Statement and fingerprinting through the Department of Justice. The BI will check criminal and civil records and, if applicable, verify education and check driving records.

CalSTRS Disclosure Requirements

This position may be subject to disclosure and disqualification requirements concerning economic conflict of interest in government work, including the Conflict of Interest Code that applies to CalSTRS team members and the Political Reform Act , which require disclosure of certain investment information and use of a designated trading platform for securities transactions, as well as filing a Statement of Economic Interest (Form 700) .
