Duties

Help

  • Consolidate and review budget requests to ensure they comply with policies, procedures, and fund source criteria.
  • Provide financial planning advice to, and prepare a variety of reports for, managers to help in the development and execution of budgets.
  • Exercise the full range of administrative and technical supervision (20%) for a support staff.
  • Serve as the government charge card coordinator to include overseeing Accounts Receivable and Accounts Payable.
Physical Demands: The work is mostly sedentary.

Working Conditions: The work is performed in a typical office setting.

Bandelier National Monument is comprised of over 32,817 acres, including a designated wilderness area of 23,267 acres and an 800-acre detached archeological section. The monument was created to preserve the numerous archeological and natural features that hold ancestral and traditional significance to 23 tribal nations. The monument's natural resources have been extensively surveyed and hold some of the most complete data sets for climate transition that exist in North America. Annual visitation exceeds 200,000. The monument is located 45 miles from Santa Fe, 32 miles from Espanola, and 12 miles from Los Alamos. Elevation ranges from 5,300 to 10,199 feet with headquarters located at 6,000 feet. Medical facilities, schools, and shopping are available in Los Alamos and White Rock. Los Alamos has one of the nation's best public-school systems. Cultural and recreational opportunities are abundant in Santa Fe and surrounding communities. Local cost of living is considered high.

Time-In-Grade requirements also apply to former Federal civilian employees applying for reinstatement who have had a break in service of less than one year, as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointments. Time-in-grade does not apply to new excepted service appointments. Time-in-grade requirements must be met by the closing date of this announcement.

As a condition of employment for accepting this position, you will be required to serve a 1-year probationary period during which your fitness and whether your continued employment advances the public interest will be evaluated.

This probationary period is an extension of the appointment process and therefore requires the agency to determine if continued employment would advance the public interest, meet the organization goals and mission of the agency, and/or otherwise promote the efficiency of the service.   • the needs and interests of the agency;

In order to qualify, you must meet the eligibility and qualifications requirements as defined below by the closing date of the announcement. For more information on the qualifications for this position, visit the Office of Personnel Management's Federal General Schedule Qualification Standards.To qualify for this position at the GS-11 grade level, you must possess at least one of the following minimum qualifications by close of the announcement:

EXPERIENCE: At least one full year of specialized experience comparable in scope and responsibility to the GS-09 grade level in the Federal service (obtained in either the public or private sectors). This experience includes all of: (1) Experience applying government budget formulation principles, policies, and administrative requirements to perform a variety of substantive budget analysis and formulation duties.; (2) experience with governmental accounting, financial controls, financial reporting direction and procedures, and methods for cost analysis; (3) demonstrates and skills with budget structure, including budget line items, budget activities, appropriations, and limitations in order to be able to ensure funds are properly budgeted and planned within legal and administrative constraints. You must include hours per week worked.

EDUCATION: Successful completion of at least 3 years of higher-level graduate education leading to a Ph.D. or equivalent doctoral degree in a field directly related to the position to be filled. This education must demonstrate the knowledge, skills, and abilities necessary to do the work of this position. You must include transcripts.-OR-Successful completion a combination of specialized experience as described above and education as described above which total at 100%. For example, 6 months of specialized experience (50% of the specialized experience) and two and a half years (45 credits) of graduate education (50% of the education) would qualify an applicant for this position. Only graduate education in excess of the first 36 semester hours (i.e. beyond the second year) is creditable toward meeting the specialized experience requirement. You must include transcripts.

Credit will be given for all appropriate qualifying experience. For current Federal employees, if hours worked per week are not included on your resume, you must submit a non-award SF-50 for each federal position listed as part of your application to be used to validate your work schedule and determine the amount of qualifying experience that you will be granted. An award SF-50 will not be acceptable documentation for which to consider your amount of qualifying experience . For all other applicants who are not current federal employees, your resume must state either "full-time" (or "40 hours a week") or "part-time" with the number of hours worked per week to ensure proper crediting of specialized experience. Failure to adequately provide information needed to determine number of hours worked in each position may result in that time not being credited when evaluating qualifying experience.

For periods of time that reflect military service, the DD-214 or Statement of Service is sufficient to meet the full and/or part-time hours requirement as the service dates will be reflected.

Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

ICTAP/CTAP Clearance- Current surplus and current or former displaced Federal individuals who have special priority selection rights under the Agency Career Transition Assistance Program (CTAP) or the Interagency Career Transition Assistance Program (ICTAP) must be well qualified for the position to receive consideration for special priority selection. Well qualified means that the applicant meets the following: OPM qualification standards for the position; all selective placement factors, where applicable; special qualifying conditions that OPM has approved for the position, where applicable; is physically qualified with reasonable accommodation, where appropriate to satisfactorily perform the duties of the position upon entry; and is rated by the organization at least at the well qualified level on all competencies. Federal employees seeking CTAP/ICTAP eligibility must submit proof that they meet the requirements of 5 CFR 330.605(2) for CTAP and 5 CFR 330.704 for ICTAP. Education

To qualify based on education, you must submit a legible copy of transcripts from an accredited institution with your name, school name, credit hours, course level, major(s), and grade-point average or class ranking. Transcripts do not need to be official, but if you are selected for this position and you used your education to qualify, you must provide official transcripts before you begin work.

If you are using education completed in foreign colleges or universities to meet qualification requirements, you must show that your education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.

A selectee receiving a first appointment to the Federal Government (Civil Service) is entitled only to the lowest step of the grade for which selected. The display of a salary range on this vacancy shall not be construed as granting an entitlement to a higher rate of pay.

Documentation for the Land Management Workforce Flexibility Act (LMWFA) eligibility, submission of ALL SF-50s and performance information for each period of temporary/term employment that qualifies for LMWFA.
