Multifamily Regional Manager

Position Overview Title: Regional Manager, Multifamily Property Management Location: Houston, TX – candidates must reside in the Greater Houston area. Purpose The Regional Manager is responsible for recruitment, training, development, and supervision of Property Managers; shares ownership of portfolio strategy and financial performance of assigned properties; and assists in the development and monitoring of company standard operating procedures (SOPs) related to property management. This position works closely with Asset Management, Construction, Employee Development/Ops Integration, Transactions, Legal, HR, Finance, and IT to maximize asset performance and employee effectiveness in the region. Key Role Responsibilities Ensure portfolio and individual communities meet operational, financial, and business performance goals through inspections, financial and market reporting, and action plans. Develop annual budgets, oversee attainment, analyze financial statements, reconcile monthly statements, and address gaps with Asset Manager, client/owner, and others. Review and approve expenditures within budgetary guidelines; negotiate contracts and make recommendations. Hire, train, supervise, and develop team members; perform evaluations; assist Property Managers with site-level staff; approve all personnel transactions for on‑site staff. Establish and coordinate communication systems among Sr. Regional Manager, SVP, Asset Management, Property Managers, and Central Office. Monitor marketing activities, review occupancy status, and recommend rent schedules. Audit property administration, accounting, and maintenance to ensure compliance; approve exceptions. Resolve resident relation issues. Inspect properties to maintain high standards, evaluate maintenance, grounds, and housekeeping, and conduct periodic inspections of vacant apartments. Participate in transition team activities: training, unit mix, rent rates, staffing, and office setup. Act as primary liaison between Owner or Owner’s Representative and Harbor Group. Participate in local and regional trade associations. Complete various HR, financial, administrative reports and analysis; perform other duties as assigned. Primary Requirements Bachelor’s degree in business, property management, or related field preferred. 2–4 years of senior leadership experience managing five or more properties (or 1,800+ units). Combination of education and experience acceptable. Certifications preferred: ARM, RAM, CAM, CPM, CAPS, NAHP, HCCP. Working knowledge of Microsoft Office Suite and experience with property accounting, revenue management, and industry software. Proven track record in property management, maintenance, marketing, and insurance. Strong communication, supervisory, personnel management, and organizational skills. Ability to delegate, communicate management methods, and solve problems. Proven track record of lease‑up, acquisitions, and dispositions preferred. Up to 50% travel required; reliable transportation needed for site audits.
