Position Summary

The Chief Operating Officer (COO) in their role as senior manager under the direction of the CEO is responsible for all aspects and oversight and stability of day-to-day operations of the organization. Additionally, the COO supports the CEO and the Board of Directors. The primary focus of the position is to provide leadership and direction to all departments, and to effectively assist in the development and implementation of the organization’s annual strategic business plan and the HRSA work plans.

The COO identifies strengths, gaps and needs across the organization for the purpose of establishing a structure that is fully integrated and coordinated; thus, allowing the CEO to focus more of their time on strategic planning, corporate development, partnership development and other external work. The COO serves as a second organizational representative, decision maker and spokesperson as needed internally and externally.

Duties and Responsibilities

  1. Develop, recommend to the CEO, and implement corporate compliance and quality assurance policies and procedures.
  2. Serve as the Board appointed Compliance Officer for NWRPCA.
  3. Serve as second representative, decision maker, and spokesperson for the Corporation as directed by the CEO.
  4. Hold signatory authority on contracts for goods and services, NWRPCA ventures, or sub-recipient agreements as authorized by the CEO.
  5. Lead annual community health center needs assessment to inform the development of the strategic plan.
  6. Collaborate with the CEO, Board of Directors, and senior staff in developing the strategic plan for the organization.
  7. Monitor and assure implementation of the strategic plan through oversight of the development, implementation, and evaluation of program work plans and budgets, including progress reports.
  8. Oversee, in conjunction with specific project leads, the implementation of new programs, initiatives and programmatic directions.
  9. Compile and analyze program related data to report to CEO and Board of Directors for planning and evaluation.
  10. Assure cross-program coordination and collaboration of program assessment, implementation, and evaluation efforts.
  11. Supervise the implementation of personnel policies and recommend changes yearly with the guidance of the CEO and the Board HR Committee.
  12. Serve with the senior leadership team in labor relations, building a positive, collaborative culture with union representatives while ensuring operational goals align with collective bargaining obligations.
  13. Make recommendations to the CEO on the hiring, promotion, discipline and dismissal of staff. Additionally, in collaboration with the CFO, make recommendations regarding compensation, salary scales, position descriptions and fringe benefits.
  14. Coordinate annual employee evaluation process.
  15. Participate in developing organizational policy and procedures as a member of the NWRPCA management team.
  16. Perform routine audits on internal processes to ensure system functions, external communications, and information are appropriate, accurate, and high quality.
  17. Manage and maintain IT equipment for all employees, as well as relationship with IT support vendor.
  18. Oversee and manage all relevant subscriptions and licensing for organization.
  19. Secure insurance contracts annually for organization and employees, either individually or through management of PEO relationship.
  20. Represent NWRPCA and its members at public and private meetings, conferences and other public forums locally and nationally.
  21. As appropriate, provide technical assistance in health center operations to Region X health centers.
  22. Provide all necessary staff support to the CEO, Board of Directors and Board Committees as assigned.
  23. Demonstrate commitment to valuing diversity and contributing to an inclusive working and learning environment.
  24. Perform all aspects of your job in compliance with applicable state and federal regulations.
  25. Report any known or suspected compliance issues to the NWRPCA compliance officer.
  26. Perform other responsibilities as required or as assigned by the CEO.

Qualifications

Required

  1. Bachelor’s degree or 10 years related experience in business or health services administration, public health or another related field.
  2. At least 5 years of relevant management and community health experience.
  3. Extensive experience dealing with community-based organizations.
  4. Experience leading and empowering staff, as well as building consensus.
  5. Experience establishing and maintaining positive and accountable relationships.
  6. Demonstrated understanding of IT systems and tools.
  7. Must be flexible, self-motivated, able to prioritize multiple tasks, able to manage a complex and varied workload.
  8. Ability to work as a team member and work effectively with diverse people.
  9. Demonstrate an awareness of and value for, and the inclusion of cultural competence in task implementation.
  10. Ability to travel.

Preferred

  1. Experience in senior level management, preferably in a nonprofit setting.
  2. Master’s or advanced degree in applicable field of study.

Physical Requirements

  1. Most time spent sitting, with up to one-third (1/3) of time walking or standing. There are no restrictions on ability to interrupt periods of sitting.
  2. Manual dexterity required for typing, filing, etc.
  3. Minimal lifting.
  4. Vision requirements as appropriate for working on computer and with typed and handwritten materials.
  5. A valid driver’s license and the ability to drive to meetings in a variety of locations statewide; e.g., CHCs, conferences, etc., many out-of- state and some national meetings.
