General Accounting - Capital Expenditures Manager - 40hrs

Job Description The Manager, Capital Expenditures is a key contributor within the Finance department, responsible for the accurate accounting, reporting, and budgeting of capital expenditures across all hospital and specialty group departments. Core areas of responsibility include fixed asset accounting, accounting for capital and financing leases in accordance with ASC 842, capital budget preparation and tracking, and compliance with bond, Board, and regulatory reporting requirements. This position manages capital activity through the fixed assets module in Oracle, supports month-end close, and serves as a subject matter expert on capital expenditure matters. The Manager, Capital Expenditures works collaboratively with Financial Planning, Financial Reporting, Supply Chain, Financial Operations, and Accounts Payable, and operates with a high degree of independence while adhering to established policies, procedures, and applicable regulations. This role is expected to demonstrate leadership through subject matter expertise, cross-functional collaboration, and ownership of deliverables. Responsibilities Fixed Asset Accounting & Oracle Management-20% Manages all capital activity within the Oracle fixed assets module, including additions, disposals, transfers, and adjustments. Ensures accurate and timely capitalization of assets in accordance with CCMC capitalization policies and GAAP. Maintains complete and organized fixed asset records, including asset tags, useful lives, and depreciation methods. Performs periodic physical inventory reconciliations to verify asset existence and location. Manages all financing agreements related to capital and operational equipment. Month-End Close & Financial Reporting-20% Prepares and records monthly depreciation and amortization journal entries for fixed assets and capital/financing leases. Completes monthly fixed asset account reconciliations and rollforward schedules. Prepares financing lease amortization schedules and related interest expense entries in compliance with ASC 842. Reviews capital expenditure activity for proper classification between capital and operating expense. Resolves reconciling items and outstanding variances in a timely manner. Capital Budget Preparation & Tracking-20% Supports the annual capital budget process, coordinating with department leaders to gather and validate capital project requests. Performs as the subject matter expert in future projects to implement capital budget modules/work flows. Prepares and maintains monthly budget-to-actual tracking reports for capital expenditures, highlighting variances and trends. Provides actionable analysis and narrative explanations to Finance leadership and department managers. Monitors the status of approved capital projects and communicates funding or timeline concerns proactively. Regulatory, Board & External Reporting-20% Prepares all required deliverables for bond covenant reporting, OHS reporting, personal property tax declarations and Board of Directors presentations related to capital expenditures Drafts capital-related financial statement disclosures for annual audited financial statements Prepares annual audit schedules and serves as the primary Finance contact for capital expenditure inquiries from external auditors Supports external audit fieldwork, including evidence gathering, testing facilitation, and timely response to auditor requests Compliance & Policy Adherence-10% Ensures all capital expenditure activity is consistent with applicable government regulations, bond covenants, contractual terms, and internal policies. Identifies and recommends updates to capital accounting policies and procedures as regulatory standards evolve. Maintains strict confidentiality of all financial information in accordance with CCMC policy. Ad Hoc Analysis & Collaboration-10% Responds to ad hoc reporting requests from Finance leadership, department managers, and other internal stakeholders. Supports new business initiatives and capital project evaluations, providing accounting and financial analysis as needed. Builds and maintains effective working relationships with Supply Chain Financial Operations, Financial Reporting, Accounts Payable, and Financial Planning. Demonstrates a one-team approach within Finance and across the broader organization. Performs Other Duties as Assigned. Qualifications Education and/or Experience Required Education: Bachelor’s degree in Accounting, Finance, or related field. Experience: Minimum of five (5) years of progressive accounting experience, with a focus on fixed asset accounting, capital budgeting, or general ledger functions. Education and/or Experience Preferred Experience: Healthcare or nonprofit accounting experience strongly preferred. Experience with Oracle or comparable ERP fixed asset modules strongly preferred. Familiarity with ASC 842 lease accounting standards preferred. License and/or Certification Required N/A Knowledge, Skills and Abilities Knowledge Generally accepted accounting principles (GAAP), with demonstrated expertise in fixed asset accounting, capitalization policies, and lease accounting (ASC 842). Capital budgeting processes, capital project tracking, and budget-to-actual variance analysis. Healthcare industry financial reporting requirements, including bond covenant compliance, OHS reporting, and Board-level presentations. External audit processes and the preparation of audit-ready schedules and financial statement disclosures. Oracle ERP systems, with particular focus on the fixed assets module and integration with the general ledger Microsoft Office Suite, with advanced proficiency in Excel (pivot tables, VLOOKUP/XLOOKUP, complex formulas, data modeling) and working knowledge of Word. Internal controls frameworks relevant to fixed asset and capital expenditure cycles. Applicable government regulations, bond covenants, and organizational policies governing capital expenditure activity. Skills Strong analytical and critical thinking skills, with the ability to interpret complex financial data and communicate findings clearly to both finance and non-finance audiences. Exceptional attention to detail and accuracy in financial recordkeeping, reconciliations, and reporting. Excellent organizational and project management skills, with the ability to manage multiple priorities and meet recurring and ad hoc deadlines. Effective written and verbal communication skills, including the ability to present financial information to leadership and external stakeholders.
