You will lead a team of strategic sourcing managers and buyers responsible for third-party semiconductor IP licensing, EDA software and hardware emulation, engineering software, and outsourced engineering services. The portfolio is one of the company's largest indirect spend pools, it is negotiated directly with the industry's dominant suppliers, and the agreements you shape set the cost structure of silicon programs years ahead of tape-out.The role combines category strategy with front-line negotiation. You will build multi-year commercial frameworks for renewals that run into the tens of millions of dollars, construct the cost models that give the company a defensible position at the table, and present those positions to engineering leadership, Finance, and the executive review board. You will also own supplier development and performance management across the category, so that the supply base contributes capacity, technology access, and innovation rather than price alone.Key ResponsibilitiesDevelop and execute multi-year category strategies for engineering categories, using spend analytics, supplier cost models and market intelligence to identify savings, technology access and risk-mitigation opportunities.Lead major negotiations end to end: renewals, enterprise agreements, license buy-outs, statements of work and assignment or novation terms arising from acquisitions and divestitures.Build the quantitative case behind each position, including normalized cost-per-capacity benchmarks, total cost of ownership comparisons across competing suppliers, and royalty or consumption models over the life of a program.Own third-party IP contracting on behalf of the company: aggregate requirements across business units, establish a repeatable intake and approval process, and hold the commercial relationship rather than joining late as a signatory.Redesign outsourced engineering services commercial models, moving from blended headcount rates toward deliverables-based, fixed-cost structures with agreed productivity metrics, shadow pricing during pilots and clear change-order visibility.Run supplier performance management across the category, including quarterly scorecards covering service, technology roadmap, quality, responsiveness and flexibility, and escalate systematically when commitments slip.Ensure every major transaction clears its governance path before signature: thresholds, technical accounting review, internal controls and required approvals are complete first, with no exceptions made under schedule pressure.Partner with Engineering, Finance, Legal and IT to set cost targets, plan capacity and license requirements ahead of demand, and align procurement timing with program milestones and license expirations.Prepare and deliver executive-level material: negotiation positions, capital and expense review board submissions, savings and risk reporting, and clear recommendations that a senior audience can act on quickly.Champion Procure-to-Pay and Source-to-Pay process improvement, simplifying intake, approvals and purchase order execution so that engineering teams spend less time inside procurement workflows.Manage, coach and develop the team: assign commodity ownership deliberately, build negotiation capability, create visibility for the team's results, and plan succession across specialist categories.Preferred ExperienceDemonstrated experience with strategic sourcing or indirect procurement supporting engineering functions, including at least two years leading a team.Proven results in negotiating large, complex technology agreements in the semiconductor or wider high-technology sector, ideally including EDA, semiconductor IP or engineering services.Commercial fluency with licensing constructs: enterprise agreements, royalties, capacity and subscription pricing, buy-outs, assignment and novation, and consumption-based terms.Experience of the contracting implications of acquisitions, divestitures and entity separations, including assignment letters and transition arrangements.Working knowledge of SAP S/4HANA, Ariba Sourcing and procurement analytics, and comfort building cost models in Excel or equivalent tools.Executive-level stakeholder management: able to influence without authority, hold a position under pressure, and write and present with brevity.Strategic thinking supported by quantitative analysisNegotiation strength and composure in high-value, single-source situationsRelationship building with engineering, finance and executive stakeholdersLeadership, coaching and visible advocacy for the team's resultsAI literacy and a bias toward automating repetitive workRisk management, compliance and controls orientationAcademic CredentialsBachelor's degree required; CPSM, CPM, PMP or Lean Six Sigma certification preferredLocation: Austin, TXThis role is not eligible for visa sponsorship.
