Staff/ Sr. T&D Construction Manager

This position is open to two P‑levels: Staff Transmission & Distribution Construction Manager (Grade 7 / P3 – Career Professional) and Senior Transmission & Distribution Construction Manager (Grade 8 / P4 – Specialist Professional). The level at which an offer is made will be determined based on the selected candidate’s qualifications, skills, and experience. Lead critical T&D (substation and/or line) construction projects that directly impact grid reliability, safety, and wildfire mitigation across Oregon. As a dynamic Construction Manager, you will oversee complex transmission and distribution construction activities, ensuring projects are delivered safely, with the highest quality, on time, and within budget. In this role, you will work predominantly on construction projects on our transmission and distribution system throughout the PGE service territory. You will partner closely with Line and Substation Operations and other internal stakeholders, leveraging strong relationships to drive successful project outcomes. Experience with greenfield and brownfield substation construction, complex transmission and distribution OH and UG line construction, and a solid foundation in construction project management principles is essential. Responsibilities – Staff Construction Manager (Grade 7 / P3) Project Planning: Establish implementation plans for moderate to more complex projects; prepare bid documents; conduct site visits; review and evaluate bid proposals and contractor plans. Environmental Requirements: Coordinate permit and environmental requirements for moderate to more complex projects; provide updates to PGE’s Environmental Services. Constructability: Integrate construction knowledge into conceptual planning, design, construction and field operations; review processes from start to finish during pre‑construction; identify obstacles to reduce errors, delays and cost overruns. Project Coordination: Manage multidisciplinary construction activities with T&D management, engineering personnel and consultants; coordinate with substation and line personnel; monitor project status and schedule; track budget; report progress; identify potential problems; evaluate effectiveness of project processes; ensure construction activities support system outage windows and operations priorities. Contract Administration: Screen potential bidders; manage contracts as PGE representative; verify contractors’ work and material compliance; mitigate permit compliance; negotiate changes and prepare change orders; review and approve invoice payments. Safety Practices and Training: Ensure effective communication between engineering and construction participants; enforce safe working practices in line with company, state and federal standards; provide safety training to contractors when necessary. Claims and Issue Resolution: Identify and resolve contractor performance issues, claims, and disputes with contractors and subcontractors. Responsibilities – Senior Construction Manager (Grade 8 / P4) Project Planning: Delineate scope, budgeting, scheduling, resources and performance requirements for the most complex projects; establish implementation plans; oversee bid preparation, site visits, proposal review, and contractor plan review; negotiate contract terms and recommend awards; employ advanced project management tools. Environmental Requirements: Oversee coordination of permit and environmental requirements for highly sensitive and complex projects; update PGE’s Environmental Services. Constructability: Provide authoritative advice on integrating construction knowledge into conceptual planning, design, construction and field operations; review all construction processes during pre‑construction; identify obstacles early. Project Coordination: Manage multidisciplinary construction activities; coordinate with substation and line personnel to mitigate risk to T&D system operations; monitor status and maintain schedule; track budget; assess performance; report progress and problems; evaluate processes; support outage windows; provide training, oversight and coordination of inspection resources. Contract Administration: Screen bidders; manage contracts; verify contractor compliance; ensure permit compliance; negotiate changes; prepare change orders; approve invoices. Safety Practices and Training: Ensure safety communication; enforce safe practices; design and deliver safety training for contractors. Claims and Issue Resolution: Develop mechanisms for conflict resolution; settle disputes among contractors and subcontractors. Education / Experience / Certifications Education: Bachelor’s degree in construction management, engineering or another related field, or equivalent experience. Experience: P3: Typically five or more years of experience in construction management, project management, engineering or related field. P4: Typically eight or more years of experience in construction management, project management, engineering or related field. Certifications, Licenses and Training: Certified Construction Manager (CCM) or Project Management Professional (PMP) certification preferred. Valid driver’s license required.
