Alaska Native Tribal Health Consortium
The Standards and Innovations department's primary role in DEHE is to provide technical review and guidance for the planning, design and construction of water, wastewater, and solid waste sanitation infrastructure for native communities throughout Alaska. We provide quality review services of all planning and design work and as well as on-site inspection services of materials, ongoing construction work and completed project work. S&I also establishes Standard Details (in collaboration with Engineering Services) and Technical Guidance documents to provide a platform upon which the Division can base uniform and sound engineering judgement. Under limited supervision, coordinates engineering design services for the Division of Environmental Health and Engineering (DEHE) sanitation and health facilities projects. Provides supervision and mentoring of design staff. Responsibilities: Coordinates and provides design services for the construction of complex sanitation and health facility projects in rural communities. Ensures compliance with all local, tribal, state and federal rules, regulations and permit. Reviews service contract deliverables. Ensures intermittent and final inspection of facilities. Provides technical support to field staff to facilitate construction. Approves field design changes. Consults with regional health organizations regarding repair and upgrade of facilities. Provides technical assistance for and engineering evaluations of health and sanitation facilities. Advises facility supervisors and operators on technical problems. Oversees program activities; coordinates engineering design projects with project managers, engineers, technical staff, regional and Federal authorities and community groups. Investigates sites, analyzes samples and oversees technical staff. Designs, develops and produces construction drawings and documents. Ensures designs meet program requirements. Delegates components to technical staff and collaborates with specialists to produce construction documents. Approves final designs and incorporates project components. Determines design project budgets. Prepares and checks calculations for engineering designs as necessary. Oversees creation of project plan sets and design sheets; approves and seals plans, studies and final drawings. Manages and schedules technical staff. Develops goals and priorities, and assigns tasks and projects. Counsels, trains and coaches assigned staff. Implements corrective actions and conducts performance evaluations. Reviews and approves time cards. Performs other duties as assigned. Other information:
KNOWLEDGE and SKILLS
• Knowledge of principles of engineering and construction, including design of health and sanitation facilities in Arctic and/or northern climates.
• Knowledge of applicable environmental health statutes, rules, regulations, ordinances, codes administrative orders and other operational guidelines and directives.
• Knowledge of the principles and practices of engineering project management.
• Knowledge of AutoCAD, Civil 3D and Land Desktop applications.
• Skill in analyzing environmental health issues and preparing recommendations based on findings.
• Skill in assessing and prioritizing multiple tasks, projects and demands.
• Skill in effectively working with teams managing and leading staff, and delegating tasks and authority.
• Skill in evaluating the work of contractors and consultants for compliance with project plans, specifications and applicable laws, ordinances and policies.
• Skill in reading and evaluating technical drawings and schematics.
• Skill in establishing and maintaining cooperative working relationships with co-workers, contractors, and representatives from village communities and state and Federal agencies.
• Skill in operating a personal computer, utilizing a variety of software applications.
• Skill in oral and written communication. MINIMUM EDUCATION QUALIFICATION A Bachelor's degree in Civil or Environmental Engineering or related field from an Accreditation Board of Engineering and Technology (ABET) accredited university or college program. MINIMUM EXPERIENCE QUALIFICATION Non-supervisory- Eight (8) years civil or environmental engineering experience, including a minimum of four (4) years of Alaska or cold climate region engineering experience, six (6) years of design experience and two (2) years of small community systems experience. A Master of Science Degree from an ABET accredited college may be substituted for one year of experience. An equivalent combination of relevant education and/or training may be substituted for experience. TO INCLUDE Supervisory- Two (2) years supervisory experience required. MINIMUM CERTIFICATION QUALIFICATION Candidate must possess a Professional Engineer license (PE) to practice in the State of Alaska, or have a PE license in at least one other state and obtain a PE license in the State of Alaska within 12 months of accepting the position.
