Program Controls Senior Manager

Overview AECOM is seeking a Program Controls Senior Manager to lead and govern complex, high-profile programs. This role requires a seasoned program controls leader who can operate at a strategic level while ensuring disciplined execution across large, multi-project environments. The position involves senior-level oversight of program controls, partnering with executive leadership to align cost, schedule, risk, and performance with program objectives. You will coordinate across diverse project teams, manage interdependencies, and ensure data-driven decision-making through clear communication with stakeholders at all levels. This role shapes how major transportation, water, and aviation programs are governed—driving accountability, efficiency, and long-term value—while leading and developing high-performing program controls teams within a global organization. Responsibilities Oversee and direct Program Controls for large-scale, strategically significant, and highly complex programs. Provide authoritative senior-level guidance for program controls activities, ensuring alignment with objectives set by executive leadership. Spearhead coordination across multiple projects within the program, guaranteeing seamless integration and alignment with overarching goals. Conduct analyses to identify and address critical interdependencies between projects. Deliver expert counsel and rigorous oversight to project controls teams, ensuring meticulous management of individual project elements. Facilitate clear, concise communication between project teams, stakeholders, and senior leadership, delivering comprehensive and actionable intelligence. Implement and maintain stringent control measures to safeguard program integrity and optimize resource allocation. Develop and enforce standardized processes to enhance program efficiency and effectiveness across all project phases. Conduct regular, in-depth program performance assessments and risk analyses, providing strategic recommendations for corrective actions when necessary. Cultivate a culture of accountability and excellence within the program controls team, fostering continuous improvement and professional development. Ensure accurate and timely updates to stakeholders and leadership on program status, risks, and opportunities. Present to multiple stakeholders with clarity and impact as needed. Qualifications Extensive experience in program controls leadership for large, complex programs across multi-project environments. Proven ability to operate at a strategic level while driving disciplined execution and data-driven decision making. Strong expertise in cost, schedule, risk, and performance management, with demonstrated success aligning program objectives with executive strategy. Exceptional communication skills, with the ability to influence, collaborate, and report to senior leadership and diverse stakeholder groups. Experience coordinating across multiple projects, navigating interdependencies, and managing critical interfaces. Track record of building and leading high-performing program controls teams, fostering accountability and professional development. Proficiency with standard program management and controls tools and methodologies.
