The Florida Department of Health (DOH) is responsible for the health and safety of all citizens and visitors to the state. As a public health agency, the Florida Department of Health must monitor the health status of Floridians, diagnose, and investigate health problems, and mobilize local communities to address health-related issues. The Florida Department of Health develops policies and plans that support health goals, enforce laws and regulations that protect the health of all residents and visitors, and link people to needed health care services. The Florida Department of Health also provides specialized assistance to pregnant women, infants, and children with special health care needs, regulates health care practitioners, and provides medical disability determinations.

Registered Nurse Supervisor

This position spends the majority of the time engaged in supervisory responsibilities. This includes communicating with, motivating, training, and evaluating employees in addition to planning and directing employees' work. The incumbent has the authority to hire, transfer, suspend, lay off, recall, promote, discharge, assign, reward, or discipline subordinate employees or effectively recommend such action. The incumbent will also be required to develop performance expectations, meet with staff regularly to discuss performance, complete performance reviews, maintain vacation and work schedules, ensuring proper coverage, and complete timesheets.

The incumbent works independently using initiative and sound judgment adhering to all established state and local protocols written/approved by the Medical Director, and directly reports to the STD Program Manager. This position must be a certified STD RN Clinician as evidenced through the completion of all necessary DOH and local protocols with an active certification on file through the STD Section in Tallahassee. This position requires knowledge and active membership of the STD/HIV preceptorship program within the Department of Health. The incumbent should have a good rapport with staff and a patient, display a positive attitude, work in a flexible manner, is approachable and accepts change readily with minimal complaints from clients and staff.


Specific Responsibilities:
  • Provision of Medical Care: Interviews patients and performs complete physical and psychosocial assessments. Recommends appropriate treatment within approved protocols. Determines need for medical consultation and/or referrals. Accurately records and documents all pertinent findings, recommendation, and referrals in each patient's medical record. Provides health education to clients and their families. Key contact for any and all research project that involve the STD clinic and/or staff. Acts as a preceptor for nurse practitioner students, and others as directed by agreement.
  • Arranges work schedules and supervises clinical and lab operations: Manages staff leave and training schedules to ensure coverage, ensuring each area of responsibility has adequate backup through an effective cross-training program and schedule for maintaining competent skill levels. Works all positions regularly to maintain and/or increase proficiency. Provides oversight of lab services. Holds employees accountable, documents areas for improvement in a timely manner, and meets with employee to encourage behavior change/performance improvement. Engaged in performance management (conducts performance feedback sessions, and submits performance evaluations per HR guidelines). Conducts regular staff meetings to disseminate information, obtain employee feedback, evaluate clinical operations, and develop improvement strategies. Coordinates the clinic's patient flow striving to achieve a goal of 25 patients per day or more.
  • Monitors operations activities, through the development of quality assurance tools, making evidence-based decisions and ensuring alignment with strategic and program's goals: Performs audits of medical records, monitors drug and vaccine inventories, and supplies levels to maintain an effective and efficient healthcare delivery process. Reviews all abnormal test results, and ensures patient's notification to return to clinic for appropriate medical follow-up. Coordinates efforts towards implementation of an electronic medical record (EMR). Conducts monitoring and quality assurance reviews of lab processes. Coordinate with Medical Lab Technologist the coordination of all issues relating to licensing requirements and review and update lab policies and procedures.
  • Investigates, assesses, analyzes and recommends solutions to operational and programmatic issues and problems, and directs clinical activities: Analyze clinical functions and initiatives changes to enhance patient flow. Formulates and implements action plans to correct deficiencies. Assists the Program Manager in providing for the confidentiality and security of patient's information, reporting immediately to the manager, or the DOH-Hillsborough Security Manager any actual or potential breaches of confidentiality. Establishes and maintains internal control processes to ensure organizational and personal accountability, and monitors staff's availability. Coordinates activities with the Office Manager, and/or Environmental Epidemiologists to provide an integrated healthcare delivery system.
  • Completes all required State of Florida and Florida Department of Health - Hillsborough County forms including but not limited to EARs, CSRs, superbills within established timeframes. Assists in training and orienting staff to work in the STD clinic. Travels, attends meetings and training sessions as required.
Supervisory Leadership and Staff Development
  • Supervises, motivates, trains, and evaluates clinical and support staff.
  • Plans, assigns, and directs work; oversees hiring, promotion, disciplinary actions, and recognition.
  • Establishes performance expectations, conducts regular performance meetings, and completes evaluations.
  • Ensures accurate timesheet management, staffing coverage, and workforce readiness.
  • Facilitates staff training, coaching, mentoring, and career development.
  • Conducts routine reviews of staff performance, case management practices, and adherence to clinical protocols.
  • Addresses nonadherent cases, recommends corrective actions, and elevates legal considerations when appropriate.
  • Promotes transparent communication and fosters team engagement, morale, and recognition.
Program Operations, Quality, and Compliance
  • Provides daily oversight of clinic flow to ensure efficient, effective, and patient centered service delivery.
  • Ensures appropriate patient evaluation, treatment, follow up, and adherence to recommended therapy.
  • Demonstrates proficiency in essential clinical functions including lab processes, radiology workflows, and treatment completion requirements.
  • Oversee pharmaceutical, medical supply, and equipment management to ensure accuracy and accountability.
  • Provides direction and oversight for RN protocols, including development, implementation, and ongoing review.
  • Maintains incident reports, documentation, and monitors corrective actions from investigations or risk assessments.
  • Monitors and analyzes program performance indicators and implements improvement strategies.
  • Participates in the development or revision of state rules, policies, and technical guidelines.
  • Ensures infection prevention practices and emergency response readiness, including Special Needs Shelter participation and other preparedness responsibilities.
STD Program Coordination and Disease Control Responsibilities
  • Serves as liaison between internal teams and external partners to gather, interpret, and report STD's surveillance and epidemiologic data
  • Coordinates with Regional Nursing staff and the Program Manager to ensure accurate, active, and timely surveillance and reporting.
  • Plans, develops, and delivers STD related training and educational programs; ensures all STD educational materials remain current and aligned with best practices.
  • Reviews laboratory, radiology, and case management processes to ensure clinical quality and regulatory compliance.
  • Participates in and supports disease control activities including field operations, outbreak response, quality improvement projects, and clinical support for investigations.
Collaboration, Community Engagement, and Partnerships
  • Collaborates with disease control programs, healthcare providers, community agencies, regional partners, and state counterparts to implement public health practices and guidelines.
  • Maintains professional partnerships including engagement with Nurses Network and other relevant stakeholder groups.
  • Participates in local and state disease control meetings and serves as a community resource for public health issues.
  • Coordinates with other supervisors and departments to ensure integrated, population-focused service delivery.
Required Knowledge, Skills, and Abilities:
  • Ability to build and maintain strong, collaborative working relationships with internal teams, community partners, and healthcare agencies.
  • Comprehensive knowledge of nursing practice, public health promotion, and education principles.
  • Knowledge of case management standards, including assessment, care coordination, documentation, and follow-up.
  • In-depth understanding of assigned communicable diseases and adherence to guidelines for treatment, prevention, and control.
  • Knowledge of instructional strategies, including group facilitation, individualized teaching techniques, and development of learning plans.
  • Strong understanding of HIPAA requirements and ability to safeguard all protected health information.
  • Ability to plan, develop, and deliver public health education and outreach services while demonstrating consistent infection prevention practices.
  • Ability to interpret, apply, and comply with relevant rules, regulations, policies, and procedures.
  • Strong organizational skills with the ability to manage multiple tasks simultaneously and apply effective leadership techniques.
  • Ability to adapt actions and communication styles to respond appropriately to others' needs and behaviors.
  • Knowledge of customer service principles, including needs assessment, quality service delivery, alternative service models, and satisfaction evaluation.
  • Effective verbal and written communication skills tailored to diverse audiences.
  • Knowledge of organizational planning and operational processes such as strategic planning, resource allocation, workforce coordination, and leadership methodologies.
  • Skilled in motivating, developing, and guiding team members, including identifying strengths and aligning people with appropriate roles.

  • Proficient with clinical documentation systems, electronic health records, and Microsoft 365 applications (Outlook, Excel, Word, PowerPoint, Teams).
Qualifications:
  • Minimum:
    • Active Florida Registered Nurse license or a multistate license from another Compact State (F.S. 464.008 and 464.0095).
    • Two years of supervising or leading a team.
    • Two years of experience as a nurse working with acute, chronic, or infectious disease clients.
    • Two years of case management experience.
    • Valid Florida Driver's license.
  • Preferred:
    • Experience in communicable diseases.
    • Phlebotomy Skills.
    • Bachelor's degree in nursing.
