About the Agency: The Department of Housing Preservation and Development (HPD) oversees housing standards across all 3.7 million homes in New York City. As the nation’s largest municipal housing agency, HPD is responsible for building and preserving affordable housing, protecting tenants from harassment and displacement, and holding landlords accountable across the five boroughs. Under Commissioner Dina Levy and the Mamdani Administration, HPD is pursuing an ambitious housing agenda focused on the needs of New York’s tenants. With a broad set of tools including standards enforcement, tenant resources, and the creation of new affordable housing, HPD is committed to making New York City a more affordable place for renters and homeowners alike. Your Team The Office of Development (OOD) leads the agency’s effort to create and preserve housing in collaboration with other HPD offices as well as other city, state and federal agencies. The Office of Development is composed of eight divisions that administer a range of programs: New Construction Finance Special Needs Housing Building and Land Development Services (BLDS) Homeownership Opportunities and Preservation Preservation Finance Portfolio Management and Conversions Housing Incentives Compliance and Enforcement The Division of Preservation Finance administers multiple financing programs to improve financial and physical conditions and preserve or create affordability within privately-owned multi-family and single-family buildings. The division oversees programs utilizing low-cost loans and property tax benefits among other public incentives. Your Impact The Division of Preservation Finance seeks a Director to oversee the Owner Resource Center (“ORC”), reporting to the Associate Commissioner for Preservation Finance and Portfolio Management and Conversions. The ORC is a critical support unit which provides outreach and technical assistance to private buildings owners in the five boroughs. The ORC is also responsible for day to day management and operations of the in rem foreclosure process associated with the Third Party Transfer Program. The Third Party Transfer Program is based on existing legislation that is being negotiated with City Council and known as the “SAFER Homes Act” which is a tax enforcement program that includes in rem foreclosure actions. The Director will lead in the oversight of implementation of the legislation, ensure the program is administered accurately and effectively and follows the requirements of the statute and creating program rules. The work includes high touch customer service with affected building, data and budget management, contract management with selected vendors to provide technical assistance, and close coordination and communication with DOF, DEP, law department, owners, elected officials, and others as needed. As Director, you will oversee data management, budgeting, tracking coordination and field work associated with the SAFER Homes Program once passed. The Director will also work to develop and oversee the other associated work of the Owner Resource Center which will include creating new programs in partnership with vendors selected by HPD aimed at assisting owners of multifamily rental buildings and HDFC cooperatives to improve operations, stabilize buildings, navigate government programs, and access financial assistance. As Director, your duties will include: program design, contract procurement, contract management, program implementation, outreach & communication, contract adherence, and program evaluation. Your Role Under the supervision of the Associate Commissioner, you will oversee strategic outreach and stabilization efforts for existing rental and HDFC cooperative buildings in New York City, including administering the Owner Resource Center, the next iteration of the Third Party Transfer Program, and managing a staff consisting of two analysts. As director, you will also be responsible for handling administrative functions such as budget forecasting, reporting and compliance requirements and duties related to procurement contracts in support of the program. In addition, you will work on program improvements, legislative implementation, data management and policy development. Your Responsibilities Create policies and develop programmatic areas to address service gaps for technical and financial assistance to stabilize properties financially and physically. Manage staff that will be analyzing, tracking, and reporting on data associated with implementation of the SAFER Homes Act and historical data sets with other City Agencies including Department of Finance (DOF) and Department of Environmental Protection (DEP). Preparation and management of the Request for Qualifications (RFQ) for future rounds of in rem foreclosures associated with the SAFER Homes Act. Working with HPD's internal data-analytics Performance Metrics Analysis, to report information on in rem rounds for both internal and external reports. Work with the DOF, DEP, NYC Law Department and staff across HPD to administer in rem foreclosures including overseeing the program from selection and commencement of the in rem action through transfer, including tracking properties, communication and responding to information requests. Oversee outreach and communication to owners and residents, including ensuring owners are aware of resources that may help stabilize their property (which may be administered by HPD or other entities.) Work with HPD internal teams and external stakeholders to secure additional funding, including working within City procurement processes Conduct requests for proposals (RFP) for ORC service contracts Manage the City Procurement for registering vendors Facilitate routine meetings with ORC vendors to review activities and ensure compliance with reporting and performance requirements, including payment requirements Monitoring and evaluating the program; including tracking and reporting the milestone activities from the service provider(s) and program Ensure adequate funding availability for the ORC programmatic areas, including drafting funding proposals and completing workflow analyses to secure additional funding, as needed. Prepare reports, memoranda and written correspondence regarding program’s performance and issues Coordinate special projects, conduct policy analyses, initiate research and make recommendations that relate to the management and operations of unit and other issues as requested by the Assistant Commissioner for the Division of Preservation Finance and the Associate Commissioner for Preservation and Portfolio Management. Preferred skills Strong managerial experience; a record of achieving results in a fast-paced environment, experience managing programs as well as seeking ways to improve programs and procedures Strong data management skills Program Management of real estate housing programs and/or procurement Knowledge of NYC government, NYC neighborhoods, and housing policies/issues; Strong follow-through and focus on timely results with limited oversight; Excellent analytical and research skills, including reading and synthesizing legal documents; Excellent interpersonal skills including experience with coordinating multiple stakeholders and city agencies; Ability to work effectively in collaboration with others; Excellent written and verbal communication skills; Meticulous, organized, and great attention to detail; Strong Facility of Smartsheet and Microsoft Office, specifically Access, SharePoint, Excel and PowerPoint. Please note, finalists for this position must have filed for the Open Competitive Associate Housing Development Specialist exam #4122 or promotional exam #4570. In addition, the position is open to applicants who are already permanent in the Associate Housing Development Specialist title, or permanent in another comparable civil service title. Minimum Qualifications 1.A baccalaureate degree from an accredited college or university and three years of full-time satisfactory professional experience in the development, appraisal, financing, negotiation, or disposition of real estate, or in real estate law, or in urban planning or analytical or coordination work related to housing programs; or 2. A four year high school diploma or its educational equivalent approved by a State's Department of Education or a recognized accrediting organization and seven years of full-time satisfactory experience as described in "1" above; or 3.A satisfactory combination of education and/or experience which is equivalent to "1" or "2" above. Graduate study in the field of urban studies, city planning, business or public administration, finance, architecture, engineering or other related fields may be substituted for up to one year of the required experience on the basis of 30 credits equaling one year of experience. Graduation from an accredited law school may be substituted for one year of the required experience.
