Job Summary The Accountant II performs complex accounting activities requiring the selection and broad use of generally accepted accounting principles and standards, financial analysis and procedures relating to major program areas. Coordinates accounting matters with other departments, divisions and campuses. Develops and recommends accounting methods and procedures and conducts special studies and projects. Principal Accountabilities Maintains comprehensive and complex accounts and funds, analyzing transactions and establishing or maintaining internal controls. Develops, installs and modifies accounting systems, records, methods and procedures. Recommends and evaluates changes or enhancements to financial management systems and policies; assists in assuring compliance with GAAP. Processes month‑end and year‑end closings. Prepares monthly financial statements, operating reports and reconciliations for management and federal/state entities. Prepares comprehensive narrative reports, financial analysis and forecasting. Reviews and verifies accuracy of journal entries and accounting classifications. Assists administrators and staff in solving complex revenue, expenditure and encumbrance tracking and evaluation problems. Ensures compliance with federal, state and local regulations, including Oregon Budget Law, the Single Audit Act, OMB Circulars 133 and A‑21. Prepares and presents information to auditors and federal/state officials. Responds to inquiries and defends accounting practices when appropriate. May lead projects or oversee lower‑level accounting staff; reviews work for adequacy and conformance and provides performance input. Designs and produces ad‑hoc reports and financial models as requested. Translates complex financial information into clear documents for decision‑makers. Acts as a technical resource to other Financial Services personnel. Participates in special projects and performs related duties as assigned. Qualifications Demonstrated experience analyzing and interpreting complex financial/accounting information and preparing reports. Experience preparing daily reconciliations of automated financial systems such as ERP, banking software, eCommerce, merchant systems and POS systems. Experience in government and/or college fund accounting systems and principles. Experience providing technical information regarding college accounting requirements and software. Experience working with diverse academic and cultural populations. Knowledge of banking regulations, federal financial aid processing, FERPA, PII compliance, and posting errors, reversals, chargebacks, and reconciliations. Minimum Qualifications Bachelor’s degree in Accounting, Finance, Business Administration or related field (experience may substitute for the degree on a year‑for‑year basis). Two years of experience in governmental, municipal or fund accounting is required. Experience working with PC and mainframe computer systems, hardware and supporting software. Experience working with computerized accounting systems. Preferred Qualifications Student loan experience (nursing loans a plus). Accounting experience in higher education or a government environment. Work Environment Work is typically performed in an office environment or at various college locations.
