Duties Description The Office for People With Developmental Disabilities (OPWDD) provides high-quality, person-centered services, supports, and advocacy to approximately 136,000 individuals with developmental disabilities in New York State. The OPWDD Division of Service Delivery Regional Offices seeks a Licensed Master Social Worker 2 to act as a Willowbrook Liaison within the Quality Management/Technical Assistance (QM/TA) Unit of Regional Field Office 4. The Liaison serves as the day‑to‑day liaison between the OPWDD Statewide Willowbrook Liaison, state‑operated and voluntary service providers, State Operations PASRR staff, and Care Managers who coordinate services for class members. Primary Duties and Responsibilities Provide guidance and technical assistance to CCO Care Managers and Voluntary Providers regarding notifications, entitlements, notification documents, informed consent, Due Process, Active Representation, End of Life procedures, legal guardianship, residential placement, incidents, and change of vendor process, and ICF conversions. Communicate as needed with local CAB representatives and act as liaison between local CAB representatives and providers. Ensure that Care Managers meet all qualifications and complete all Willowbrook training requirements. Follow up on hospitalizations and ensure that the care manager is coordinating and planning for discharge. Ensure that Willowbrook class members in nursing homes are reviewed on a timely basis by the RFO team for appropriate placement. Monitor timely completion of quarterly case‑load reports from CCOs and the monthly nursing home report. Attend meetings and trainings – nursing home meetings, special IDT meetings, regional office meetings, and statewide Willowbrook Liaison meetings. Facilitate meetings at the request of the RFO/DDSOO, CAB, class member/advocate or Care Manager regarding concerns with class members. Cover assigned cases within NYC Regional Field Office 4. Minimum Qualifications Licensed Master Social Worker in New York State, current registration required. One year of permanent competitive or 55‑b/c status in the posted title, eligible for lateral transfer; or eligible to transfer via Section 70.1, 70.4, or 52.6 of Civil Service Law. Transfer cannot be a second consecutive transfer resulting in an advancement of more than two salary grades. Eligibility to become a permanent competitive employee if currently a permanent competitive qualifying title and eligible for transfer via Section 70.1. Additional Comments This position is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS). It may be filled via a non‑competitive appointment. Starting salary reflects the downstate adjustment and includes the statutory hiring rate for PS&T Grade 20 ($74,193) plus a downstate adjustment ($4,000). Within one year of permanent appointment, employees hired under NY HELPS are expected to have their permanent non‑competitive employment status converted to permanent competitive status.
